- Following an RfC, the administrator policy now requires that prior written consent be gained from the Arbitration Committee to mark a block as only appealable to the committee.
- Following a community discussion, consensus has been found to impose the extended-confirmed restriction over the topic areas of Armenia and Azerbaijan and Kurds and Kurdistan.
- The Vector 2022 skin has become the default for desktop users of the English Wikipedia.
- The arbitration case Armenia-Azerbaijan 3 has been opened and the proposed decision is expected 24 February 2023.
- In December, the contentious topics procedure was adopted which replaces the former discretionary sanctions system. The contentious topics procedure is now in effect following an initial implementation period. There is a detailed summary of the changes and administrator instructions for the new procedure. The arbitration clerk team are taking suggestions, concerns, and unresolved questions about this new system at their noticeboard.
- Voting in the 2023 Steward elections will begin on 05 February 2023, 21:00 (UTC) and end on 26 February 2023, 21:00 (UTC). The confirmation process of current stewards is being held in parallel. You can automatically check your eligibility to vote.
- Voting in the 2023 Community Wishlist Survey will begin on 10 February 2023 and end on 24 February 2023. You can submit, discuss and revise proposals until 6 February 2023.

I am sympathetic to your situation and will gladly help you with the COI problem if I can! I have experience with that. I am totally neutral and uninvolved regarding your sister's BLP draft article. I commented on the AN as I happened to be there looking at something else.
One small point: You said "@Honest social medias such as Instagram, LinkedIn or Facebook" in your comment at AN. I'm unsure what that means. I suggest avoiding WP:SOAPBOX if you're suggesting that Twitter is dishonest. I like Twitter. Don't alienate people who want to help you, unless my fondness for Twitter makes you consider my assistance unacceptable. It is possible that you meant something totally different with @Honest social medias. If so, please disregard this second paragraph. Let me know on my talk page if I can help with the BLP article. For BLPs, I became more of a detector of undeclared COI editors (e.g. wives, graduate students, see Connected contributors list, husbands, close relatives) of article subjects! I am eager to help you, because you weren't surreptitious. Also, I'm a woman: I want to help you determine if your sister is appropriate for a WP BLP. I realize that an event that took place, and it would have been helpful for your sister's BLP to be approved in main space by Jan2023 month end. It's never too late! Tell me (here or my talk page) what the draft space or sandbox URL of the BLP that the drive-by editor submitted. I will have a look, see what I can do with it.
- P.S. Re Twitter, I use it for professional contacts in banking and data security. Almost overnight, Elon went from a tech bro, Silicon Valley celebrity (revered for Tesla and SpaceX), to a bad guy of the New Right, NOT Alt-Right! Yet Fox News (Musk’s biz ties to China create unease in Washington for GOP and Dems) and left-wing tech blogs ("Free speech absolutist" Elon Musk’s ties to Chinese censorship) both suggest that he is looking out for himself. Twitter was losing $4 million per day for years; the former owners couldn't turn a profit, so whatever Elon does can't be worse! Sorry for going off topic. - Tony, I haven't forgotten. Can you please obtain a photograph that is compliant with Commons (and/or en Wiki requirements) for the BLP? She is so pretty and chic! Also, it is consistent with WP:MOS to include a pic for a BLP. I found many pics online but none for which the licensing was appropriate. You were 100% correct, about the many Internet announcements of her recent professional appointment as CEO of a NASDAQ-listed company, all of which are essentially just copy-and-pastes of the original press release. HOWEVER, I found many WP:RS and WP:NPOV sources (primary AND secondary) that chronicle her history of accomplishment and recognition. I re-wrote the article on The Honest Company as a start, realizing that she only joined recently. Wikipedia has a tendency to consider mediocre tech bros, insignificant academics, women of minimal talent in the fine arts, and various professionals with weird quirks as BLP-worthy. Yet Wikipedia rarely includes people like your sister, who is Ivy-League educated, has a record of ascending accomplishment in a traditional career path while praised and recognized by her peers, and is compensated as deserved (if we had a genuine meritocracy). WikiCup 2023 March newsletter
So ends the first round of the 2023 WikiCup. Everyone with a positive score moved on to Round 2, with 54 contestants qualifying. The top scorers in Round 1 were:
- Unlimitedlead with 1205 points, a WikiCup newcomer, led the field with two featured articles on historical figures and several featured article candidate reviews.
- Epicgenius was in second place with 789 points; a seasoned WikiCup competitor he specialises in buildings and locations in New York.
- FrB.TG was in third place with 625 points, garnered from a featured article on a filmmaker which qualified for an impressive number of bonus points.
- TheJoebro64, another WikiCup newcomer, came next with 600 points gained from two featured articles on video games.
- Iazyges was in fifth place with 532 points, from two featured articles on classical history.
The top sixteen contestants at the end of Round 1 had all scored over 300 points; these included LunaEatsTuna, Thebiguglyalien, Sammi Brie, Trainsandotherthings, Lee Vilenski, Juxlos, Unexpectedlydian, SounderBruce, Kosack, BennyOnTheLoose and PCN02WPS. It was a high-scoring start to the competition.
These contestants, like all the others, now have to start again from scratch. The first round finished on February 26. Remember that any content promoted after that date but before the start of Round 2 can be claimed in Round 2. Some contestants made claims before the new submissions pages were set up, and they will need to resubmit them. Invitations for collaborative writing efforts or any other discussion of potentially interesting work is always welcome on the WikiCup talk page. Remember, if two or more WikiCup competitors have done significant work on an article, all can claim points. If you are concerned that your nomination—whether it is at good article candidates, a featured process, or anywhere else—will not receive the necessary reviews, please list it on Wikipedia:WikiCup/Reviews Needed.

WikiCup 2023 May newsletter
The second round of the 2023 WikiCup has now finished. Contestants needed to have scored 60 points to advance into round 3. Our top five scorers in round 2 all included a featured article among their submissions and each scored over 500 points. They were:
- Iazyges (1040) with three FAs on Byzantine emperors, and lots of bonus points.
- Unlimitedlead (847), with three FAs on ancient history, one GA and nine reviews.
- Epicgenius (636), a WikiCup veteran, with one FA on the New Amsterdam Theatre, four GAs and eleven DYKs
- BennyOnTheLoose (553), a seasoned competitor, with one FA on snooker, six GAs and seven reviews.
- FrB.TG (525), with one FA, a Lady Gaga song and a mass of bonus points.
Other notable performances were put in by Sammi Brie, Thebiguglyalien, MyCatIsAChonk, PCN02WPS, and AirshipJungleman29.
So far contestants have achieved thirteen featured articles between them, one being a joint effort, and forty-nine good articles. The judges are pleased with the thorough reviews that are being performed, and have hardly had to reject any. As we enter the third round, remember that any content promoted after the end of round 2 but before the start of round 3 can be claimed in round 3. Remember too that you must claim your points within 14 days of "earning" them.

- Following an RfC, editors indefinitely site-banned by community consensus will now have all rights, including sysop, removed.
- As a part of the Wikimedia Foundation's IP Masking project, a new policy has been created that governs the access to temporary account IP addresses. An associated FAQ has been created and individual communities can increase the requirements to view temporary account IP addresses.
- Bot operators and tool maintainers should schedule time in the coming months to test and update their tools for the effects of IP masking. IP masking will not be deployed to any content wiki until at least October 2023 and is unlikely to be deployed to the English Wikipedia until some time in 2024.
- The arbitration case World War II and the history of Jews in Poland has been closed. The topic area of Polish history during World War II (1933-1945) and the history of Jews in Poland is subject to a "reliable source consensus-required" contentious topic restriction.
- Following a community referendum, the arbitration policy has been modified to remove the ability for users to appeal remedies to Jimbo Wales.

- Discussion is open regarding a proposed global policy regarding third-party resources. Third-party resources are computer resources that reside outside of Wikimedia production websites.

WikiCup 2023 July newsletter
The third round of the 2023 WikiCup has come to an end. The 16 users who made it to the fourth round had at least 175 points. Our top scorers in round 3 were:
- Thebiguglyalien, with 919 points from a featured article on Frances Cleveland as well as five good articles and many reviews,
- Unlimitedlead, with 862 points from a high-scoring featured articles on Henry II of England and numerous reviews,
- Iazyges, with 560 points from a high-scoring featured article on Tiberius III.
Contestants achieved 11 featured articles, 2 featured lists, 47 good articles, 72 featured or good article reviews, over 100 DYKs and 40 ITN appearances. As always, any content promoted after the end of round 3 but before the start of round 4 can be claimed in round 4. Please also remember that you must claim your points within 14 days of "earning" them. When doing GARs, please make sure that you check that all the GA criteria are fully met. - Special:BlockedExternalDomains is a new tool that allows easier blocking of plain domains (and their subdomains). This is more easily searchable and is faster for the software to use than the existing MediaWiki:Spam-blacklist. It does not support regex (for complex cases), URL path-matching, or the MediaWiki:Spam-whitelist. (T337431)
- The arbitration cases named Scottywong and AlisonW closed 10 July and 16 July respectively.
- The SmallCat dispute arbitration case is in the workshop phase.

WikiCup 2023 September newsletter
The fourth round of the competition has finished, with anyone scoring less than 673 points being eliminated. It was a high scoring round with all but one of the contestants who progressed to the final having achieved an FA during the round. The highest scorers were
- Epicgenius, with 2173 points topping the scores, gained mainly from a featured article, 38 good articles and 9 DYKs. He was followed by
- Sammi Brie, with 1575 points, gained mainly from a featured article, 28 good articles and 50 good article reviews. Close behind was
- Thebiguglyalien, with 1535 points mainly gained from a featured article, 15 good articles, 26 good article reviews and lots of bonus points.
Between them during round 4, contestants achieved 12 featured articles, 3 featured lists, 3 featured pictures, 126 good articles, 46 DYK entries, 14 ITN entries, 67 featured article candidate reviews and 147 good article reviews. Congratulations to our eight finalists and all who participated! It was a generally high-scoring and productive round and I think we can expect a highly competitive finish to the competition.
Remember that any content promoted after the end of round 4 but before the start of round 5 can be claimed in round 5. Remember too that you must claim your points within 10 days of "earning" them and within 24 hours of the end of the final. If you are concerned that your nomination will not receive the necessary reviews, please list it on Wikipedia:WikiCup/Reviews. It would be helpful if this list could be cleared of any items no longer relevant. If you want to help out with the WikiCup, please do your bit to keep down the review backlogs! Questions are welcome on Wikipedia talk:WikiCup, and the judges are reachable on their talk pages or by email. - The WMF is working on making it possible for administrators to edit MediaWiki configuration directly. This is similar to previous work on Special:EditGrowthConfig. A technical RfC is running until November 08, where you can provide feedback.
- There is a proposed plan for re-enabling the Graph Extension. Feedback on this proposal is requested.
- Eligible editors are invited to self-nominate themselves from 12 November 2023 until 21 November 2023 to stand in the 2023 Arbitration Committee elections.

You mentioned "previous judgment of editors"...it happens to be me that placed Crockett at VA5 under politicians and elsewhere, the logic being that he held a Congressional seat and was a purported 1836 presidential contender before getting himself killed in Texas (compare Bowie, who I don't believe ever held elected office). This is YET another vindication that politicians, military, activists and jurists need to be a single section (I proposed this at VA3 but nobody seems to understand what I'm saying). If you would like to move Crockett to activists or military leaders, I wouldn't stop you
On a related note, there's a hatchet job going on with removal proposals of American politicians, orchestrated by a couple of fellas who dont seem to know much about American history and institutions. Recent American politicians was their first target and earlier American politicians is next. I fear Crockett may be one of their targets, and even Daniel Webster (one of the greatest American politicians and orators ever) may be a target. - User:Purplebackpack89 I supported your big merger discussion at VA3 about 3-5. It is at 4-3 so it has a chance. Every so often there will be big hatchet jobs in some field unless we consider expanding the project gradually over time (I proposed in proportion to main space articles). I will probably get back to this next year. Sorry about the cities. It looks like about 8-10 are going down. I am thinking about proposing in multiple levels like I have done for the hurdle rate increase from 55%. Given we are at 6,750,940 articles 1% is 67,509, 0.9% is 60,758 and 0.75% 50,632. Numbers like 67,500, 60,000, would be numbers now 50,500. I figure I need to wait 6 months or a year before bringing it back around. Instability in the project comes from 1. nomination flow which causes variation with recentism and pop culture bias and 2. quota undulations which cause variation with biases of the power bases of the day at the project. We are going to try to improve the nomination flow with an increased hurdle and increased support minimums. I think if we could gradually expand in proportion to the encyclopedia size, we would not have to take a hatchet to various fields every so often to quell the demand for space from others. I'm watching how the hurdle rate nom goes, but I think we are headed to a good place for the project. - Following a talk page discussion, the Administrators' accountability policy has been updated to note that while it is considered best practice for administrators to have notifications (pings) enabled, this is not mandatory. Administrators who do not use notifications are now strongly encouraged to indicate this on their user page.
- Following a motion, the Extended Confirmed Restriction has been amended, removing the allowance for non-extended-confirmed editors to post constructive comments on the "Talk:" namespace. Now, non-extended-confirmed editors may use the "Talk:" namespace solely to make edit requests related to articles within the topic area, provided that their actions are not disruptive.
- The Arbitration Committee has announced a call for Checkusers and Oversighters, stating that it will currently be accepting applications for CheckUser and/or Oversight permissions at any point in the year.
- Eligible users are invited to vote on candidates for the Arbitration Committee until 23:59 December 11, 2023 (UTC). Candidate statements can be seen here.

It's a shame that the proposal for a top icon has been getting so much opposes recently, it's probably due to the proposal being posted on the centralized discussions and as so it attracted many people who don't understand nor care about the Vital Articles WikiProject. - (Apologies for the length; and this seems like the most active discussion of this particular issue, feel free to move if desired.) The FA discussion was in 2006, which was a very different time for Wikipedia as I'm sure you're aware, so even if it wasn't advertised (which I tried to find but could have failed in searching) I'm not sure how relevant that is for modeling consensus building today. Even still, it attracted 35 vote-like things. The GA discussion that applies now, I believe, was from a 2010 proposal (which also is a long time ago now; earlier less discussed attempts at adding the GA icon seems like they were stopped in various ways and was at the time listed as a perennial proposal and a 2008 discussion listed how adding the GA icon was proposed/rolled back in various ways, including deletion discussions), and although held on the project talk page, the 2010 proposal was at advertised at Village pump proposals, a FA project talk page, WikiProject military history, WikiProject ships, WikiProject aviation, and WikiProject U.S. roads (that I could find). - @Geometry guy might know the history. To give you an idea of how much things have changed, I wrote WP:PROPOSAL in 2008. Before then, policy and guideline status was basically determined through an absence of edit warring to remove the tag. - No, I don't other than what I've read now as I was not involved in that discussion at all at the time, and just was not involved on the back house part of Wikipedia then. But my read is the 2010 proposal succeeded because GA was see as more rigorous/reliable than it was in 2006/2008 and the proposal was somewhat framed correctly and done in the right way so sufficient support was found. - I was asked a related question recently. The 2008 GA icon debate is discussed (with links) in Wikipedia:Wikipedia Signpost/2008-05-19/Dispatches. I suspect GA Sweeps, which checked all early GAs for quality, had a significant impact on the 2010 acceptance of a GA icon: see Wikipedia:Wikipedia Signpost/2010-03-15/Dispatches. I agree that the 2010 proposal was carefully done and appropriately advertised. - I don't recall ever being involved in WP:VA, but I had a look at the topicon discussion there. I think the main issue that needs to be addressed is that a topicon (as with anything on an article page) has to have some value for readers as well as editors.
- I actually like the idea of highlighting what is the core and most important content for readers: an "outline of knowledge" has precedent in the Propaedia, and can be useful for home-schooling or self-study. From this perspective, I think the term "vital" is unfortunate, as it suggests the importance to editors and the encyclopedia of the article, rather than its value to readers.
- The other issue is the one you raise: if these "core" articles are to be identified to readers, then the process by which articles are assigned a core/vital level needs to be transparent and widely accepted by the wikipedia community. Setting up criteria and reevaluating the current list could be part of that process. Educating the community about the process would be another part. I hope that is helpful. - My understanding is that WP:VA is motivated by the desire that articles on vital topics should be of high quality and hence prioritised for improvement: the motivation is to attract editors and enhance the reputation of Wikipedia. I cannot speak for what readers want in general, but my hypothetical reader is someone who wants to be broadly well-educated about the core of human knowledge. Such a person may study a level 1 or 2 article in detail, but only care about the lead of a level 4 or 5 article. As your question highlights, there is a strong overlap between both interests, which is why I like the idea of a WP:VA top-icon in principle. Geometry guy 21:43, 16 December 2023 (UTC)
