Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 105.155.4.170. Internet Service Provider: ADSL_Maroc_telecom. My current desktop browser is Waterfox G4.1.5 using uBlock Origin 1.44.2. I was previously able to edit on Wikipedia perfectly fine using these preferences but first received this block notice some minutes ago when attempting to edit an article and refreshing the page. Even after disabling uBlock Origin for Wikipedia individually, then clearing the cache, setting Waterfox proxy options to "auto-detect for this network" and explicitly setting an exception for ".wikipedia.org", and disabling the uBlock Origin extension entirely, the block notice still remains in place.

Decline reason:

Procedural decline as the account is not directly blocked. Yup, though, that proxy is ... and I don't know how your browser works, but it may be routing traffic through a proxy that we have identified as open. Sometimes software changes on VPNs may not actually go into effect on the network for a day or so. Thank you for contributing to this article, though i wanted to point out something regarding Background - Pre-summit developments - Weapon use policy changes.

Belgium and Italy officially opposed Ukraine striking targets within Russia using Western weapons, although the prime minister of Belgium has supported the use lift of the ban on the use of western-supplied weapons on Russian territory by Ukraine.

Also, I figured since you removed mentions of Finland, Canada, the UK, Poland from the original sentence "These endorsements came from the Foreign Ministers of Canada, the UK, Poland, Lithuania, and Norway; and the Defence Ministers of the Netherlands, Sweden, and Finland" in your edit, you might have thought it was previously stated in the two previous sentences:

"On 3 May, during a visit to Kyiv, UK Foreign Secretary David Cameron said that it is up to Ukraine how to use British weapons and that Ukraine has the right to strike with them inside Russia. This was a major policy change on the part of the United Kingdom, a nuclear state and NATO member.
