A question

Hello Alex Bakharev!

I have a question. My Russian ain't that top notch these days I can self-admit, but I feel like someone is playing with us. I couldn't find it in his given "link", but perhaps you can? According this certain user (who's willing to war about it) this piece of information "should confirm" this content he added in front of it; "Some cession treaties were signed by individual Azeri khans, such as Ibrahim Khalil Khan (Treaty of Kurakchay), Huseyngulu Khan who ceded Baku Khanate and Mustafa Khan who ceded Shirvan Khanate." I think he's frauding with us, as I couldn't find anything in it that stipulated that this happened. Funnily enough (and much to the pain of such nationalists), I did find this information;

"Semenov YI National policy in imperial Russia. Civilised outskirts (Finland, Poland, the Baltic states, Bessarabia, Ukraine, the Caucasus, Central Asia - Caucasus as a whole. "The treaty of eternal peace and friendship signed between the Emperor of Russia and the Persian state in the Russian camp in the town of Gulistan in the river Zeyva, through appointed to both sides and of confirmed mutual agreement. (...) The treaty was concluded between His Majesty the Emperor of Russia and His Majesty the Shah of Persia. - For the peace between Russia and Persia. Regarding the policy to revise the Transcaucasian region, orders are given to Senator E.I Mechnikov, to transform the management system in the South Caucasus and the colonization of the region (between 1830 - January 20, 1831)."

Am I correct with both my findings here? Regarding the unsourced addition of that material an this quote I added here above? I had Suvorov on my watchlist, and saw that you edited it not that long ago, so I wondered whether you could help me out with this one.   • Hi, User:LouisAragon. You are certainly right with the second finding. Regarding the first, the user might be acting in good faith (I am not sure what statement they were trying to prove by the reference). The link is a table of content and a download link that after registration allows to download a word file with a collection of 19th century Russian official documents (compiled by Semenov Y I). The section Б. Восточное Закавказье (Eastern Transcaucasia) that starts on page 195 of the word document) is related to the modern Azerbaijan. There are a number of documents of granting individual khans Russian citizenship, some rank within the Empire and/or gifts and thanking them for giving their khanates to the tsars, there are a number of documents from individual khans swearing allegiance to Russia and renouncing allegiance to Persia. One document mentions an agreement between the khan and Russian general Tsitsianov:
№ 81. Грамота императора Александра I 21 мая 1805 года о принятии Селим-хана Шакинского в подданство России
Божиею поспешествующею милостью мы, Александр Первый, император и самодержец всероссийский, московский, киевский... и проч., и проч.. I guess that on top with the treaty with Persian Pasha, the Tsar and his government negotiated with individual khans sometimes ending up with a formal agreements, sometimes with an informal agreements that the khan would swear allegiance to Russia and in exchange would get some position within the Empire and/or gifts. Obviously those negotiations would only make sense if Persia would not be able to stop the power transfer. The last but not least the documents related to the khans are of 1805 and the Treaty of Gulistan is signed in 1813. There events are 8 years apart. Alex Bakharev (talk)

@Alex Bakharev:, thanks alot for your prompt response! Would you thus agree with me that adding such information to a general country's overview article (Azerbaijan) would be WP:UNDUE as well as clear (at least partial) source manipulation? These treaties would indeed as you correctly say, only viable if Persia would not be able to stop them, however, unfortunately they were still at war until 1813, and Persia did not ratify any of these treaties while the borders constantly changed. I wanted to assume GF firstly as well, but then I realised the user who added this stuff simply wanted to make it seem as if what is modern-day Azerbaijan got "independance" from Persia earlier than 1813, which is nonsensical in his particular way of describing the story. It can be added, with better sources, to articles such as Treaty of Kurekchay etc, but simply not there. Alex, perhaps you can, if you have time, post a comment about it here? Me and another user already clearly stated that it should be removed (note also that the user who decided to add it to the article has a history of making such "related" edits, as I demonstrated down below the talk page with a diff) but perhaps your new comment can decisively end it as it would be three well-established argumentations vs 1 not well established one. Hello, I'm asking your advice/action with regards to the discussion at Wikipedia:Articles_for_deletion/Ramil_Garifullin. I believe that among other things, this statement Ramil Garifullin told me that if would be continued against him as slander in the discussion of Wikipedia, he is libel to sue against Fedor Babkin. is a clear violation of WP:NLT. Since the contributions of Irek Minnullin are exclusively related to the promotion of Ramil Garifullin, I'm asking you to block him permanently. He also threatened me in ruwiki, and I already filed a request to admins there, see ru:Википедия:Запросы_к_администраторам#.D0.A3.D0.B3.D1.80.D0.BE.D0.B7.D0.B0_.D1.81.D1.83.D0.B4.D0.BE.D0.BC. I think the page is going to need a lot longer of a lock extension; Look at the talk page, it's pretty nasty, and I don't see this issue being resolved in a few days, seeing what high emotions have ended up erupting over the article, despite cooler heads attempting to prevail.

  • I visited it a few times long time ago in Soviet period, it looked like an oasis of a different life then. Wish to visit it again sometime. Regarding the gallery tags - I guess nobody knows all the usable wikipedia macros, tags and format details. Only cooperative editing allows to use the full potential of those gadgets. Nadiya Savchenko

Hello, I don't understand why describing the Aidar Battalion as extreme-right wing in this article is an issue. The links are well established: just look at the references in its wiki page. While I understand your argument that a military formation is not right or left (although the Waffen-SS are a counter-example), in this particular case it is not valid since the Aidar battalion was not a military structure at that time. It was a unit of volunteers paid by an oligarch. Why would we conceal this (maybe unpleasant) piece of information to the readers?

  • The references on the wiki-page said nothing about the battalion being far right, they said that some members of the battalion have fierce far right views and that some members were accused of human right violations. I still do not understand how a military formation (whether being conscripted or volunteered) can be a far right. The purpose of military formation is not related to politics, same goes for metallurgical plants, mines, software companies, etc whether they are own by oligarchs or not. The sources probably allow us to state that Aidar Battalion has links with far right. But in Nadya Savchenko's article it will be an accusation by association and violation of WP:BLP Alex Bakharev (talk)

Ramzan Kadyrov

Hello, I'd like to talk to you regarding the reversion of my edit to the page Ramzan Kadyrov, specifically my removal of the honor killings section and your subsequent re-addition. To begin, my original intent was to remove the information, as it was only supported by a broken link. However, it seems you have rectified this in fixing the link and routing it to the original article; however, in this, another issue with the information has arisen. The article itself, in fact, does not quote President Kadyrov saying that he believes women to be property of their husbands, but this is rather a conclusion reached by the author. At best, in this case, it should be stated instead that it is 'alleged he views women as property...', or 'some sources have suggested that he views women as property...'. My main concern is, that as it is, this information has been used to slander Mr. Kadyrov in otherwise intellectual debates, and while it can be easily pointed out that this is based on opinion, not a quoted fact, it can be easily dismissed, in upholding the information, it makes us appear somewhat biased against him. I don't know if you would take issue with this, but I believe I have a strong case for, at least, altering what is said. That said, I wanted to consult with you, as the one who reverted my first attempt at this, in hopes of avoiding potential edit warring. Would you agree?

Gratitude and a question

I'd like to thank you for creating https://en.wikipedia.org/wiki/Evsei_Vainrub back in 2007, as he happens to be my great-grandfather (the father of the father of my mother) and I was very happy to find that he did have a Wikipedia page- I was wondering, did you know him personally, or find some source on him? I also noticed that neither his Russian nor English articles mentioned anything about his family. Because of this, I am hesitant to start editing it, as I am afraid that people might not think my claim of ancestry is enough. In addition, what would I cite as my sources for these edits? Thank you!   • I am afraid the answer is No, I am not connected to Evsei_Vainrub and actually I can hardly claim the authorship of the article. A good editor who for some reason preferred to work without creating an account has requested me to create a number of stubs (see Wikipedia:WikiProject_Russia/New_article_announcements/February_2007 for details) so he could develop them into articles. Unfortunately he has changed his plans and the stubs are in sorry state even today. If you could improve them it would be great. I do not think the IP user who requested those articles was particularly interested in Vainrubs, judging from his contributions he has a general interest to military leaders with Jewish roots. Savchenko page

Please remove protection from "Nadiya Savchenko" page. Some sections of this page contains biased propaganda information - I tried to remove it, but you just blocked the whole page. I mean russian proverb "__ in a skirt" means something like "worse then men" it has nothing to do with american gender relation culture. User:Volunteer Marek added this propagandist cliche and then reverted all my edits on the pritext of "deletion of cited text for propaganda purposes" (!). Russo-Turkish War (1787-92)

I am currently looking to expand and improve this article, in no small part to removing Baddeley, a journalist and not a reliable source.

I found this book, which gives the impression that Sheikh Mansur's rebellion was in and of itself a separate conflict from the Russo-Turkish War (1787-92). In this book page22, states the Russian High Command had made no plans for the Caucasus during the 1787 war. In your opinion, of what you know and/or can find, should Mansur's rebellion and the Russian response(s) be separate from the 1787 war or included?

Konigsberg & Koenigsberg

Looks like you generated the redirect from Koenigsberg to Konigsberg. However there are two biographical articles in Wikipedia of people named Koenigsberg, or so Google claims. RunnyAmiga is right I am not very active last months. I agree with Ivano that the question of relations between fascism and Marxism ideologies is a very interesting topic. But just one random citation from Mussolini sourced to a Russian website is not something that must be in the article. We might need a good secondary sources that refer to this citation when narrating Fascism topic. As a native Russian speaker I can confirm that hrono.ru has good reputation and in the articles related to Russian history we consider it as a relable source. Extended confirmed protection

Hello, Alex Bakharev. This message is intended to notify administrators of important changes to the protection policy.

Extended confirmed protection (also known as "30/500 protection") is a new level of page protection that only allows edits from accounts at least 30 days old and with 500 edits. The automatically assigned "extended confirmed" user right was created for this purpose. The protection level was created following this community discussion with the primary intention of enforcing various arbitration remedies that prohibited editors under the "30 days/500 edits" threshold to edit certain topic areas.

In July and August 2016, a request for comment established consensus for community use of the new protection level. Administrators are authorized to apply extended confirmed protection to combat any form of disruption (e.g. vandalism, sock puppetry, edit warring, etc.) on any topic, subject to the following conditions:

  • Extended confirmed protection may only be used in cases where semi-protection has proven ineffective. It should not be used as a first resort.
  • A bot will post a notification at Wikipedia:Administrators' noticeboard of each use. MusikBot currently does this by updating a report, which is transcluded onto the noticeboard.

Please review the protection policy carefully before using this new level of protection on pages. Thank you.

Asian 10,000 Challenge invite

Hi. The Wikipedia:WikiProject Asia/The 10,000 Challenge has recently started, based on the UK/Ireland Wikipedia:The 10,000 Challenge and Wikipedia:WikiProject Africa/The 10,000 Challenge. The idea is not to record every minor edit, but to create a momentum to motivate editors to produce good content improvements and creations and inspire people to work on more countries than they might otherwise work on. There's also the possibility of establishing smaller country or regional challenges for places like South East Asia, Japan/China or India etc, much like Wikipedia:The 1000 Challenge (Nordic). For this to really work we need diversity and exciting content and editors from a broad range of countries regularly contributing. At some stage we hope to run some contests to benefit Asian content, a destubathon perhaps, aimed at reducing the stub count would be a good place to start, based on the current Wikipedia:WikiProject Africa/The Africa Destubathon which has produced near 200 articles in just three days. If you would like to see this happening for Asia, and see potential in this attracting more interest and editors for the country/countries you work on please sign up and being contributing to the challenge! A new user right for New Page Patrollers

Hi Alex Bakharev.

A new user group, New Page Reviewer, has been created in a move to greatly improve the standard of new page patrolling. The user right can be granted by any admin at PERM. It is highly recommended that admins look beyond the simple numerical threshold and satisfy themselves that the candidates have the required skills of communication and an advanced knowledge of notability and deletion. Admins are automatically included in this user right.

It is anticipated that this user right will significantly reduce the work load of admins who patrol the performance of the patrollers. However,due to the complexity of the rollout, some rights may have been accorded that may later need to be withdrawn, so some help will still be needed to some extent when discovering wrongly applied deletion tags or inappropriate pages that escape the attention of less experienced reviewers, and above all, hasty and bitey tagging for maintenance. User warnings are available here but very often a friendly custom message works best.

New Page Review needs your help

Hi Alex Bakharev,

As an AfC reviewer you're probably aware that a new user right has been created for patrolling new pages (you might even have been granted the right already, and admins have it automatically).

Since July there has been a very serious backlog at Special:NewPagesFeed of over 14,000 pages, by far the worst since 2011, and we need an all out drive to get this back down to just a few hundred that can be easily maintained in the future. Unlike AfC, these pages are already in mainspace, and the thought of what might be there is quite scary. There are also many good faith article creators who need a simple, gentle push to the Tea House or their pages converted to Draft rather than being deleted.

Although New Page Reviewing can occasionally be somewhat more challenging than AfC, the criteria for obtaining the right are roughly the same. The Page Curation tool is even easier to use than the Helper Script, so it's likely that most AfC reviewers already have more than enough knowledge for the task of New Page Review.

It is hoped that AfC reviewers will apply for this right at WP:PERM and lend a hand. You'll need to have read the page at WP:NPR and the new tutorial.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Non-free image of a work of art being used for decorative purposes in an article about the person who created it. Typically, non-free use would be acceptable as the primary means of identification in a stand-alone article about the work of art itself, but a much stronger non-free justification is required for other articles and other uses. This particular piece is not itself the subject of any sourced commentary within the article, so the context required by WP:NFCC#8 is lacking.

While all constructive contributions to Wikipedia are appreciated, pages may be deleted for any of several reasons.

You may prevent the proposed deletion by removing the {{proposed deletion/dated files}} notice, but please explain why in your edit summary or on the file's talk page.

Please consider addressing the issues raised. Removing {{proposed deletion/dated files}} will stop the proposed deletion process, but other deletion processes exist. Proposed deletion of Oleg Khinsagov

The article Oleg Khinsagov has been proposed for deletion because of the following concern:

Subject isn't notable per WP:BLP1E. All the sources cited (plus what I could find) focus upon this one-off case of smuggling. He's otherwise a low-profile individual. I don't think the subject merits a standalone permanent-stub (because there's nothing more to write) article.

While all constructive contributions to Wikipedia are appreciated, pages may be deleted for any of several reasons.

You may prevent the proposed deletion by removing the {{proposed deletion/dated}} notice, but please explain why in your edit summary or on the article's talk page.

Please consider improving the page to address the issues raised. Removing {{proposed deletion/dated}} will stop the proposed deletion process, but other deletion processes exist. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. According to Norman Davies Babel's book is fiction and in this case I found information on Russin wiki that contradicts account of Babel. The name of the person was apparently different. Could you please check with Russian sources and tell me if there were 2 Yakovlevs fighting with Reds in Poland, or we need to rewrite the whole article?

  • Yakovlev is a very common Russian surname, I am pretty sure there were more than two of them fighting with the reds (or with the whites for that mater). Administrator account security (Correction to Arbcom 2019 special circular)

ArbCom would like to apologise and correct our previous mass message in light of the response from the community.

Since November 2018, six administrator accounts have been compromised and temporarily desysopped. In an effort to help improve account security, our intention was to remind administrators of existing policies on account security — that they are required to "have strong passwords and follow appropriate personal security practices." We have updated our procedures to ensure that we enforce these policies more strictly in the future. The policies themselves have not changed. In particular, two-factor authentication remains an optional means of adding extra security to your account. The choice not to enable 2FA will not be considered when deciding to restore sysop privileges to administrator accounts that were compromised.

We are sorry for the wording of our previous message, which did not accurately convey this, and deeply regret the tone in which it was delivered.
