So far, there's no indication from the references in the article that the building has received significant coverage (the opposite of passing mentions) from multiple sources independent of the subject. I see the use of forum discussions as references, which constitute user-generated content, and thus, are of no value as references let alone to establish notability. There's also http://www.co-arc.com/co-arc-international-architects-news-2015, which is a primary source, as is http://www.theleonardo.co.za/. Primary sources can't be used to establish notability because they are clearly not independent. The specific notability criteria for buildings is at WP:GEOFEAT, which says, Buildings, including private residences and commercial developments can be notable as a result of their historic, social, economic, or architectural importance. They require significant coverage by reliable, third-party sources to establish notability. Now, if the building is the largest in South Africa, that would likely contribute to notability, but to establish notability, you need to demonstrate that the project has gained the legitimate mainstream press, be it online or in print. The sources must be reliable published sources with established reputations for fact-checking and clear editorial policies. Hope that helps.
