Duplication or expansion?

Who can said us about ݔ‍ ے

I think they are both forms of the same letter. The letters were made by Balochi Academy Sarbaz and it represents /iː/ in Balochi according to the International Phonetic Alphabet. ݔ‍ is the initial and middle form, meanwhile ے is supposed to be the final form of the letter.
