Speedy deletion nomination of UISC

I wanted to let you know that I just tagged UISC for deletion, because the article doesn't clearly say why the subject is important enough to be included in an encyclopedia.
If you feel that the article shouldn't be deleted and want more time to work on it, you can contest this deletion, but please don't remove the speedy deletion tag from the top.

Union Information and Service Center (UISC) of Bangladesh provides union-based data-service centers, whose purpose is to bring information services to the doorsteps of the people at the grassroots level. Union Information and Service Centers began in 2007 as a pilot project called "Community Information Centre" (CEC). The Bangladesh Prime Minister's Office began this Access to Information Programme in Tarash Upazila of Sirajganj District, with Musidahata and Madhainagara Union Councils participating in the pilot program.
History
Bangladesh’s Right to Information Act was to come into force on July 1, 2009.[1] The Bangladesh government, with the assistance of the United Nations Development Programme began an Access to Information programme (A2I) administered through the e-Government Cell of the Prime Minister’s Office.[2] In light of the experience of the CEC pilot project, the Bangladesh Local Government Division Access Program assisted 30 Union Councils and Union Information and Service Centers wet set forth up by the CEC in 2008. Access to Local Government Department subsequently again in 2009 - 100 Union Parishads with the help of information and established practice. Currently (as of 1 June 2013), local government under the Local Government Department is coordinating the Union Information and Service Centers. In 2010, the Local Government Department decided in June to establish 1000 Centers. Meanwhile, according to (2012 ) 1000 union councils and 2000 members of the Union Council are a sort of entrepreneur. Equality between men and women in each union council in keeping a local young entrepreneurs, who are chosen yubatike. The organizers invest a certain amount of money, and are bound by an agreement with the union. The selection process for entrepreneurs involves the union chairman, the executive officer and the local Deputy Commissioner. In May 2010, 100 people were engaged by the Prime Minister's Office Access program to build a team of master trainers and trainers. The instructors for the training of Bangladesh Computer Council and the Bangladesh Telecentre Network organizers took part. Entrepreneurial training activities will be coordinated at the district level. Currently the country has 4,501 Union Information and Services Centers.

[edit]Hi, I've noticed that you have twice deleted a wp:hatnote on the page Sakhipur Upazila that said "Not to be confused with Shakhipur Upazila of Shariatpur District". I just wanted to check if you have done that because you have local knowledge that it is bad information, or if those were editing accidents.
