Interface administrator changes

- Following a request for comment, the process for appointing interface administrators has been established. Currently only existing admins can request these rights, while a new RfC has begun on whether it should be available to non-admins.
- There is an open request for comment on Meta regarding the creation a new user group for global edit filter management.
- Partial blocks should be available for testing in October on the Test Wikipedia and the Beta-Cluster. This new feature allows admins to block users from editing specific pages and in the near-future, namespaces and uploading files. You can expect more updates and an invitation to help with testing once it is available.
- The Foundations' Anti-Harassment Tools team is currently looking for input on how to measure the effectiveness of blocks. This is in particular related to how they will measure the success of the aforementioned partial blocks.
- Because of a data centre test, you will be able to read but not edit the Wikimedia projects for up to an hour on 10 October. This will start at 14:00 (UTC). You might lose edits if you try to save during this time.
- The Arbitration Committee has, by motion, amended the procedure on functionary inactivity.
- The community consultation for 2018 CheckUser and Oversight appointments has concluded. Appointments will be made by October 11.
- Following a request for comment, the size of the Arbitration Committee will be decreased to 13 arbitrators, starting in 2019. Additionally, the minimum support percentage required to be appointed to a two-year term on ArbCom has been increased to 60%. ArbCom candidates who receive between 50% and 60% support will be appointed to one-year terms instead.
- Nominations for the 2018 Arbitration Committee Electoral Commission are being accepted until 12 October. These are the editors who help run the ArbCom election smoothly. If you are interested in volunteering for this role, please consider nominating yourself.

Architectural timeline
Hi Cyber! I see you are last editing timeline of architecture. Just wanted to tell you that it has serious problems and mistakes, along with huge gaps (styles missing) I would edit it myself but I dont know how to edit timelines I wrote about some problems on talk page. Please fix it or send someone with knowledge of architecture to correct it, 20th century sticks out as biggest problem. Wrong parameters in use

- Just to expand, its actually stuck on job 2677 at page number 2849. List of World War I memorials and cemeteries in Champagne-Ardennes where it has been for a few days. Automatic bot operation (A - Z) seems to be working fine. I may also add that before it stopped working it was only running 1 bot job after another instead of 5 at once, not sure if intended or related to this. Please Help
Hello Cyberpower678, since you are a Wikipedia administrator, can you please remove the warning a bot put on my talk page? I do not use any special software or editing tools. All my contributions are painstakingly manual edits. In addition, I get frequent electricity and Internet outages in the part of the world I'm in right now. These outages are usually between 10 to 60 minutes long. This makes manual editing even more difficult and slow. So I didn't realise when I removed an AfD template by mistake when trying to fix the Labbayk page. Despite all these obstacles, I still try my best and contribute. Wikipedia user Icewhiz put a "Single Purpose Account" tag next to my contributions in Labbayk deletion discussion page (https://en.wikipedia.org/wiki/Wikipedia:Articles_for_deletion/Labbayk_(2nd_nomination). Can you please remove that tag too? Since I'm relatively new here, I feel aggrieved and wronged. Please help. Liberty Pedia (talk) 12:46, 14 October 2018 (UTC)

Cyberbot I needs a newline if first AfD log transclusion?
Mentioned at WT:TW, see example from 19 October. It seems like if Cyberbot I lists the first entry on a given day's AFD log, it doesn't include the newline after the comment in the log, and Twinkle looks for that newline. Improper sentence in InternetArchiveBot userpage.
Hello! On the userpage of InternetArchiveBot on Meta-Wiki, which is displayed on a lot of other Wikis, there is a sentence that's got two issues. I tried fixing it, but I wasn't allowed to edit someone else's userpage (which is understandable, but unexpected). Here's the sentence in question: Different options, such as controlling which sources to touch, which pages to scan, and whether or not scan live links and act on that information. There's no main verb, and 'to' misses at 'whether or not to scan'. I think it would be nice if you could fix this. :) 607 (talk) 07:05, 27 October 2018 (UTC)

News and updates for administrators from the past month (October 2018).
- A request for comment determined that non-administrators will not be able to request interface admin access.
- A request for comment is in progress to determine whether the Mediation Committee should be closed and marked as historical.
- A village pump discussion has been ongoing about whether the proposed deletion policy (PROD) should be clarified or amended.
- A request for comment is in progress to determine whether pending changes protection should be applied automatically to today's featured article (TFA) in order to mitigate a recent trend of severe image vandalism.
- Partial blocks is now available for testing on the Test Wikipedia. The new functionality allows you to block users from editing specific pages. Bugs may exist and can be reported on the local talk page or on Meta. A discussion regarding deployment to English Wikipedia will be started by community liaisons sometime in the near future.
- A user script is now available to quickly review unblock requests.
- The 2019 Community Wishlist Survey is now accepting new proposals until November 11, 2018. The results of this survey will determine what software the Wikimedia Foundation's Community Tech team will work on next year. Voting on the proposals will take place from November 16 to November 30, 2018. Specifically, there is a proposal category for admins and stewards that may be of interest.
- Eligible editors will be invited to nominate themselves as candidates in the 2018 Arbitration Committee Elections starting on November 4 until November 13. Voting will begin on November 19 and last until December 2.
- The Arbitration Committee's email address has changed to arbcom-enwikimedia.org. Other email lists, such as functionaries-en and clerks-l, remain unchanged.

- Sorry to pile on, but is Cyberbot II the World's Biggest Liar? Looking at the page history I see that the bot has made 9 of the last 50 edits, and sometimes it seems to be edit warring with itself. That page has been continuously pending-changes protected with no expiration date set, since July 2013. The bot making so many edits to the page kind of defeats the purpose of protecting it. This was reported earlier this month. Please make tracking down the cause a priority. Cascading protection of Template:ACEWatchlistNotice
I've removed the cascading protection from Template:ACEWatchlistNotice after increasing the protection level of any transcluded templates. Per WP:PTPROT, cascading protection on templates generally doesn't do what you would expect since it protects things included in <noinclude>...</noinclude>
but doesn't protect things inside <includeonly>...</includeonly>

English Heritage website changed the URL syntax for accessing its site database
I signed up for using the IABot Management Interface and looked at both functions it offers, and also looked at the FAQ but I didn't see anywhere it addressed this. Example:
- old syntax: https://web.archive.org/web/20150209013851/http://list.english-heritage.org.uk/resultsingle.aspx?uid=1008093# dead links now, but some may be found at Internet Archive)
- new syntax: https://historicengland.org.uk/listing/the-list/list-entry/1008093
So what needs to be done is change
list.english-heritage.org.uk/resultsingle.aspx?uid=
to:historicengland.org.uk/listing/the-list/list-entry/
The database ID # 1008093
stays the same, There are a lot more where that came from, with just different ID numbers.
The bot tried and failed to fix so many of them on Scheduled monuments in Mendip that it populated Category:Pages where template include size is exceeded and triggered an {{error}} – I found this on my routine {{error}} patrol. I can fix this manually, but as this isn't the first time I've seen such a site-breaking URL change, I thought I'd better tell you about it. – wbm1058 (talk) 22:37, 28 November 2018 (UTC)

The additional template transclusion overhead increased the no. of transcluded bytes, which will go beyond the limit if everything else is fixed the same way... leaving two less desirable options. (1) Just fix the hardcoded URLs and don't use that template (2) split the list somehow. Or a better but harder option if you're not a Lua coder (3) rewite the template code as a Lua module. – wbm1058 (talk) 01:29, 29 November 2018 (UTC)

FWIW it's usually not a good idea to use external link templates vs. CS1|2 for citations. It might help the immediate problem of URL moves, but it creates other more serious problems. For example there is no URL in the wikisource to trigger an automated save at Wayback, the link may never get saved to Wayback. And most tools that manage citations can't handle specialize templates like {{NHLE}} so any maintenance is skipped. For example, IABot, WaybackMedic, Citation bot, etc.. The problem of URL moves can easily be solved with bots, my bot for example can fix those (example). WP:BOTREQ. -- GreenC 03:57, 29 November 2018 (UTC)

Interface administrator changes
- Following a request for comment, the Mediation Committee is now closed and will no longer be accepting case requests.
- A request for comment is in progress to determine whether members of the Bot Approvals Group should satisfy activity requirements in order to remain in that role.
- A request for comment is in progress regarding whether to change the administrator inactivity policy, such that administrators "who have made no logged administrative actions for at least 12 months may be desysopped". Currently, the policy states that administrators "who have made neither edits nor administrative actions for at least 12 months may be desysopped".
- A proposal has been made to temporarily restrict editing of the Main Page to interface administrators in order to mitigate the impact of compromised accounts.
- Administrators and bureaucrats can no longer unblock themselves unless they placed the block initially. This change has been implemented globally. See also this ongoing village pump discussion (permalink).
- To complement the aforementioned change, blocked administrators will soon have the ability to block the administrator that placed their block to mitigate the possibility of a compromised administrator account blocking all other active administrators.
- Since deployment of Partial blocks on Test Wikipedia, several bugs were identified. Most of them are now fixed. Administrators are encouraged to test the new deployment and report new bugs on Phabricator or leave feedback on the Project's talk page. You can request administrator access on the Test Wiki here.
- Voting in the 2018 Arbitration Committee Elections is open to eligible editors until Monday 23:59, 3 December 2018. Please review the candidates and, if you wish to do so, submit your choices on the voting page.
- In late November, an attacker compromised multiple accounts, including at least four administrator accounts, and used them to vandalize Wikipedia. If you have ever used your current password on any other website, you should change it immediately. Sharing the same password across multiple websites makes your account vulnerable, especially if your password was used on a website that suffered a data breach. As these incidents have shown, these concerns are not pure fantasies.
- Wikipedia policy requires administrators to have strong passwords. To further reinforce security, administrators should also consider enabling two-factor authentication. A committed identity can be used to verify that you are the true account owner in the event that your account is compromised and/or you are unable to log in.
- Shock Brigade Harvester Boris (Raymond Arritt) passed away on 14 November 2018. Boris joined Wikipedia as Raymond arritt on 8 May 2006 and was an administrator from 30 July 2007 to 2 June 2008.
