"Extremely unlikely that the series will ever be completed"

This edit to the article Manhunter 2: San Francisco, made in 2009, states that the third game is in development. If that is true, then it directly contradicts the claim that it is "extremly unlikely that the series will ever be completed". However, I'd like to see sources for this.
