I think this article and section has nothing to do with OOP. OOP doesn't impose specific constraints on data layouts or composition. It mostly concerns the fact of linking certain set of methods to a certain type of data instances. That's it. I also see no WP:SECONDARY sources.

The paragraph Motives is a badly constructed narrative.

It describes a relation between console and 'top of the line' PCs. It also describes that for consoles it is a design choice to dedicate more resources to the GPU. The problem is that 'top of the line' PC's cost an order of magnitude more than a typical console. That means that the most important factor for the lower specs/performance of the console CPUs is actually cost.
