Yep, this is definitely Start and not Stub - good work! As it is the article is a good start - here are some pointers on what to do next:
Main issues:
- The main thing required for getting the article up to a higher level is more content. In particular:
- The gameplay section needs some expansion - what are the objectives of the game? Can you only play skirmishes? Is there a campaign to play through? Just the basic premise of how the game works, in addition to the other info you have. Be careful this article doesn't turn into a WP:NOT#GUIDE, though - don't get too bogged down in detail.
- A reception section (describing how well the game did critically and commercially) shouldn't be too hard to write: find some reliable reviews (e.g. from websites like IGN, GameSpot etc) and pick out the things people praised and criticised the game for.
- If the game has a plot or setting which can be discussed more deeply than "it's set during WWII/ early Cold War", then this can be mentioned in the Plot/Setting section.
- Development section could do with some expansion - basic info such as when the game went gold, any delays etc can be mentioned, along with any interesting facts from interviews with the game's developers (inspiration for the game, how certain ideas developed).
- One or two screenshots showing the main aspect/s of the game. Though very important, try to keep them down to a minimum - if there's only one notable aspect of the game then only one screenshot will be required. But if there are two visually very different game modes then two screenshots would be required. Don't forget to include a fair use rationale for any pictures you upload.
- Make sure it's all sourced with reliable sources - and where possible with sources independent of the developers/publishers (so sites like GameSpot, IGN, GamesRadar etc).
More minor issues:
- The first paragraph of the Gameplay section has a lot of sentences starting with "The player can..." which isn't so pleasant to read - try adding some variety.
- I think the info in the "Changes from Hearts..." section would be better suited to the Development section. Remember this is an article about Arsenal of Democracy, not Hearts of Iron 2!
- Remember to provide relevant wikilinks where appropriate - a casual reader might not know what a "hardcore strategy gamer" was.
