- Tapah was short-lived and didn't have a significant difference in the wind speeds. I'm assuming you meant why, and not who. - Not every storm section needs to have a MH paragraph and an impact paragraph. If a storm lasts for a while, and it impacts several areas, it's better to mention the impact when you mention the area it hits. Pongsona image
