Redoran and Hlaalu control

As previously mentioned on this talk page, Gnisis should be included in the Redoran sphere of control, and Seyda Neen within Hlaalu's. Dialogue about the Fort Darius in Gnisis and the fact there is a Redoran Lord of Gnisis who collects taxes for the House indicates that the Imperial Legion is only for security, while the Tradehouse Notice in Arrille's Tradehouse in Seyda Neen shows that the town has no actual Imperial administration, with the Hlaalu councellors from Balmora ("Hereas at the general Sessions of the Peace held for the District of House Hlaalu at the Town of Balmora") approving the decree. Also for information relevance, other faction influences should be mentioned, such as those under the direct administration of the Empire and Temple institution--ThomasTheWest (talk) 23:32, 18 April 2021 (UTC)
