Tarkin superior to Darth Vader?

I have read a Star Wars comic where Darth Vader clearly submits to the orders of Grand Moff Tarkin, indicating Tarkin was superior to him. Up to that point, I had thought Darth Vader was the second-highest authority in the Galactic Empire, second only to the Emperor Palpatine himself. Not sure how reliable, but see Galactic Empire Chain of Command and Imperial High Command.
Wikipedia also has an article called Galactic Empire (Star Wars).

The Galactic Empire Chain of Command chart doesn't explicitly show where Darth Vader fits. The latter article says Vader is a member of the Imperial High Command, but on the organisation chart, there is no line directly between the Council of Moffs (which I suppose Tarkin either is a member of, or answers to) and the Imperial High Command. My impression when watching the original movie in first run was that Tarkin was obviously the chief villain, because he was played so sinisterly by Peter Cushing. Vader seemed so minor to me that I didn't even notice he'd escaped. But my impressions are not a reliable source. --184.144.99.72 (talk) 21:26, 25 September 2021 (UTC)[reply]
In the original film Leia says: "Governor Tarkin, I should have expected to find you holding Vader's leash. I recognized your foul stench when I was brought on board." PrimeHunter (talk) 22:34, 25 September 2021 (UTC)[reply]
Apparently Tarkin died when the first Death Star was destroyed, but Vader survived. As far as I understand, Vader wasn't Tarkin's underling any more after this but instead answered directly to the Emperor. Well at least until he killed the Emperor and died himself in the process.
