Your entire edit history is pure promotion of this person and the related organisation. You keep creating highly promotional drafts, with no evidence of notability. You were already issued a final warning, and yet you keep at it. I think the onus is on you to show how your editing is not promotional, to the point of spamming.

If you wish to appeal your block, you need to format your unblock request as instructed in the block notice above, otherwise it won't appear in the administrators' feed.
