[edit]This is not directly promotional in the "come and buy!" or "it's wonderful!" sense, but the article seems like the project using Wikipedia to tell the world about itself. Sites like Myspace and Facebook are used like that, but an encyclopedia is different. Wikipedia has an admission criterion called Wikipedia:Notability, which is not a matter of opinion but has to be demonstrated by references showing "significant coverage in reliable sources that are independent of the subject." Significant means more than just listing-type mentions; reliable excludes Myspace, Facebook, blogs, places where anyone can post anything; independent excludes the subject's own website, affiliated ones and anything based on press releases. The test is, have people not connected with the subject thought it significant enough to write substantial comment about? See also WP:Notability (summary).
This requirement applies also to non-commercial ventures and "good causes" - see Wikipedia is not here to tell the world about your noble cause.
Independent references confirm that the subject is of enough general interest for an article, and also provide a basis for writing one which is not based solely on primary sources. In fact a very experienced Wikipedia user's advice in User:Uncle G/On notability#Writing about subjects close to you is:
"When writing about subjects that are close to you, don't use your own personal knowledge of the subject, and don't cite yourself, your web site, or the subject's web site. Instead, use what is written about the subject by other people, independently, as your sources. Cite those sources in your very first edit. If you don't have such sources, don't write."
As regards the other article you mention, Artscape Nordland, it is no better, with no reference but its own website, and I do not think it would withstand a challenge on notability grounds. I see that it dates from 2004, when standards were probably less demanding; but in any case we have a principle WP:OTHERSTUFFEXISTS that the existence of substandard articles is not a justification for allowing more.
So, the most important thing is to find and add independent sources to show notability, and then if possible base the article at least partly on them rather than the primary sources. When you have done that, check with the deleting admin, user RHaworth (talk), for permission to return the article to the main encyclopedia. Regards, JohnCD (talk) 18:42, 10 November 2013 (UTC)
