Of the 13, all are primary, and most are close to the subject, and therefore unable to establish notability per WP:GNG; moreover, many are not valid sources. In light of this, and the multiple earlier declines, I can only conclude that the subject is not notable, and am therefore rejecting this draft now to prevent more reviewer time being expended on it.
