The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. Have you considered WP:PRIMARYTOPIC? Generally, when replacing a primary article with a disambiguation page, you should discuss this on the primary's talk page, first. That would involve discussing whether any article in the disambiguation alternatives even approaches the use count of the primary, and whether there was any potential for confusion. Tarl N. I didn't take action, it appears several other people took exception and it was undone. The reason I suggest page moves be done very cautiously, and only after discussion, is because they cannot be easily reverted. Only admins are capable of undoing this kind of move. You can move to an unoccupied page, but in doing so you leave behind a redirect, which cannot be overriden without advanced permissions. As it happens, I saw discussion that one problem caused by your move was the it created 70-odd disambiguation links (links within other pages which suddenly ended up pointing to a disambiguation page rather than the desired target). Yikes. I definitely will have to read up more on page moves, and how to prevent that from happening again... it's good that someone reverted it and cleaned up the mess I made. Sorry for any trouble I caused.
