I really like what you have so far. I think you cover a lot of information in a succinct and effective way. The only notes I have are I wonder about the Council's connection with outside countries or authorities, and if there is a way to branch out to incorporate more indigenous groups. Also, maybe add some specifics in regards to change they have exacted. You've done that some, but maybe more. And if they haven't made much of a difference, then expand upon that where you talk about their ineffectiveness. And the role that continued corrupt leadership has had on their effectiveness, in addition to public perception. Other than that, I think it's a really solid start.

I agree with a lot of what has already been said. I think that you have a great organizational structure and do a good job of maintaining an encyclopedic tone. I agree that it would be helpful to expand on the specific changes and also if certain specific changes are not made and why. I realize though, that with this train of thought it could be easy to start writing more of an essay that encyclopedia so maybe if there are any explicit articles that mention shortcomings of the council and lag in policy could be a good source. I agree with what the two reviewers before me have mentioned - I'm interested in the impact that they have had internationally? Has it influenced any policies or has it created a model for other organizations in the world?
