Regarding addition of awards section on Ahmad Ashfaque Karim page

Despite that, you have mentioned that such edit was disruptive editing. I never mentioned speedy deletion in my previous question because speedy deletion is totally unrelated to the topic of discussion. I am still awaiting reply as to according to which policy of Wikipedia (with citation) is the website of a university which is an educational institution which has edu domain name not a reliable source? And how is stating facts, i.e., awards that a person has received an advertisement? Firstly, by not citing the relevant policy of Wikipedia you have failed to prove your own argument that website of an educational institution is not a reliable source. Secondly, now because you could not prove your argument you came up with a new argument, i.e., advertisement. There is nothing in the article that is an advertisement. Every word written there is a fact and there are multiple articles on people on wikipedia like that one which give similar information. If you are considering the given facts as advertisement, then every page of people on wikipedia will be an advertisement according to you. As Wikipedia is all about giving the right information, you are vandalising the page by removing the awards section and not considering the facts given with authentic source (citation). - I think there has just been a small misunderstanding between you two. While Wikipedia only has a few "rules", it has a thousand "norms" that aren't written anywhere and you just slowly get used to. In this case, an article was repeatedly recreated in 2013 and therefore protected from creation, the only way to re-create it is to ask someone to create it for you. This can for example be done by submitting an article through WP:AFC. An editor asking you to move over a protection could look, at first glance, like they're trying to sneakily get past the protection, the reason why one would think that is that we do get a lot of new editors trying to push a particular article. However, I don't think you had any bad intentions here, and at WP:SALT it does say that one can contact an administrator to ask for recreation (although I am not one).
Wikipedias in other languages have different guidelines regarding sourcing and notability, and the English Wikipedia has relatively strong guidelines about that (much stronger than the Spanish Wikipedia). I would recommend trying to not just translate Spanish/Farsi articles, but to start out by finding at least three great WP:GNG sources (showing significant coverage) and then using them as a base for an article. That way you'll no longer have so many articles nominated for deletion. You can also start articles in draftspace and ask someone to have a look before moving to mainspace.
