Interface administrator changes

- The RfC on administrator activity requirements failed to reach consensus for any proposal.
- Following discussions at the Bureaucrats' noticeboard and Wikipedia talk:Administrators, an earlier change to the restoration of adminship policy was reverted. If requested, bureaucrats will not restore administrator permissions removed due to inactivity if there have been five years without a logged administrator action; this "five year rule" does not apply to permissions removed voluntarily.
- A new tool is available to help determine if a given IP is an open proxy/VPN/webhost/compromised host.
- The Arbitration Committee announced two new OTRS queues. Both are meant solely for cases involving private information; other cases will continue to be handled at the appropriate venues (e.g., WP:COIN or WP:SPI).
- paid-en-wpwikipedia.org has been set up to receive private evidence related to abusive paid editing.
- checkuser-en-wpwikipedia.org has been set up to receive private requests for CheckUser. For instance, requests for IP block exemption for anonymous proxy editing should now be sent to this address instead of the functionaries-en list.
- The Arbitration Committee announced two new OTRS queues. Both are meant solely for cases involving private information; other cases will continue to be handled at the appropriate venues (e.g., WP:COIN or WP:SPI).
- Following the 2019 Steward Elections, the following editors have been appointed as stewards: Base, Einsbor, Jon Kolbert, Schniggendiller, and Wim b.
Hi, Fenix Down. I have noticed you are an active admin who quite often edit pages related with soccer (I even remember situation where we [1]were talking. I have question to you related with page List of association football players considered the greatest of all time - this page require better security. I also recently reported it to Edit wars. Could you give our opinion about this page at these section and add this page to pagewatch? Is this right when whoever can edit this page and interpretate it in a free way? I think this page should be seriously reviewed. And all next vandalism here should be controlled by pagewatchers and all biased edit discouraged on this page. Cheers. Hey, I am writing to you in regard to this AfD closure of yours. I see you've merged the list of hatricks to Singapore Premier League, which is certainly acceptable. However, you've chosen redirect as an outcome of the discussion. For me, you should've chosen merge instead, as it reflects what was stated in comments below ("merge and delete" action is usually not justified on Wikipedia, so it's pretty clear you've left a redirect after a merge). For a person not knowing about your merge, it looks like you've supervoted on the discussion. Therefore, I'd be thankful if you took just one another look on this AfD. Thanks! - In Special:Preferences under "Appearance" → "Advanced options", there is now an option to show a confirmation prompt when clicking on a rollback link.
- The Wikimedia Foundation's Community health initiative plans to design and build a new user reporting system to make it easier for people experiencing harassment and other forms of abuse to provide accurate information to the appropriate channel for action to be taken. Please see meta:Community health initiative/User reporting system consultation 2019 to provide your input on this idea.
- The Arbitration Committee clarified that the General 1RR prohibition for Palestine-Israel articles may only be enforced on pages with the {{ARBPIA 1RR editnotice}} edit notice.
- Two more administrator accounts were compromised. Evidence has shown that these attacks, like previous incidents, were due to reusing a password that was used on another website that suffered a data breach. If you have ever used your current password on any other website, you should change it immediately. All admins are strongly encouraged to enable two-factor authentication, please consider doing so. Please always practice appropriate account security by ensuring your password is secure and unique to Wikimedia.
- As a reminder, according to WP:NOQUORUM, administrators looking to close or relist an AfD should evaluate a nomination that has received few or no comments as if it were a proposed deletion (PROD) prior to determining whether it should be relisted.

- One more thing since I'm here: what's your opinion about the most # of pending Footy AfDs there should be, or the maximum number of nominations per editor per day/week, before it's "too much" to the point of being disruptive (or, at least, overwhelming closers). - Hi, no problem, the closing admin is meant to weight up the strength of arguments, so when players have only played a handful games and the keep votes are all just "meets NFOOTY" whereas the deletes are all "fails GNG" it's clear who has the strongest argument. Regarding number of nominations, it's tricky. Where a nber are all not notable for the same reason and it is clear there is no GNG then you could bundle. It can make things messy. There's also no rush with these things. 5-10 live AfDs I think is enough, particularly if there starts being a proper discussion on some of them, but there's no hard and fast rule, just avoid being pointy. Administrator account security (Correction to Arbcom 2019 special circular)
ArbCom would like to apologise and correct our previous mass message in light of the response from the community.
Since November 2018, six administrator accounts have been compromised and temporarily desysopped. In an effort to help improve account security, our intention was to remind administrators of existing policies on account security — that they are required to "have strong passwords and follow appropriate personal security practices." We have updated our procedures to ensure that we enforce these policies more strictly in the future. The policies themselves have not changed. In particular, two-factor authentication remains an optional means of adding extra security to your account. The choice not to enable 2FA will not be considered when deciding to restore sysop privileges to administrator accounts that were compromised.
We are sorry for the wording of our previous message, which did not accurately convey this, and deeply regret the tone in which it was delivered.

- A request for comment concluded that creating pages in the portal namespace should be restricted to autoconfirmed users.
- Following a request for comment, the subject-specific notability guideline for pornographic actors and models (WP:PORNBIO) was removed; in its place, editors should consult WP:ENT and WP:GNG.
- XTools Admin Stats, a tool to list admins by administrative actions, has been revamped to support more types of log entries such as AbuseFilter changes. Two additional tools have been integrated into it as well: Steward Stats and Patroller Stats.
- In response to the continuing compromise of administrator accounts, the Arbitration Committee passed a motion amending the procedures for return of permissions (diff). In such cases,
the committee will review all available information to determine whether the administrator followed "appropriate personal security practices" before restoring permissions
; administrators found failing to have adequately done sowill not be resysopped automatically
. All current administrators have been notified of this change. - Following a formal ratification process, the arbitration policy has been amended (diff). Specifically, the two-thirds majority required to remove or suspend an arbitrator now excludes (1) the arbitrator facing suspension or removal, and (2) any inactive arbitrator who does not respond within 30 days to attempts to solicit their feedback on the resolution through all known methods of communication.
- In response to the continuing compromise of administrator accounts, the Arbitration Committee passed a motion amending the procedures for return of permissions (diff). In such cases,
- A request for comment is currently open to amend the community sanctions procedure to exclude non XfD or CSD deletions.
- A proposal to remove pre-2009 indefinite IP blocks is currently open for discussion.

Zach Varga renomination
Hi Fenix. Wikipedia:Articles for deletion/Zach Varga was closed as no consensus "without this precluding a renomination with an updated rationale". This was one of the USL Second Division nominations, but it did not get included in the bundled nomination (which have now been re-nom'd individually). IMO the same rationale applies to this one as to the other USL 2nd Div articles: doesn't meet NFOOTY (since USL 2nd Div was not fully-professional) and doesn't meet GNG (per my BEFORE search). I think it just got lost in the shuffle, but wanted to check with you: OK if I renominate it on no-NFOOTY/no-GNG grounds? Thanks. Leviv ich 22:02, 6 May 2019 (UTC)

- An RfC seeks to clarify whether WP:OUTING should include information on just the English Wikipedia or any Wikimedia project.
- An RfC on WT:RfA concluded that Requests for adminship and bureaucratship are discussions seeking to build consensus.
- An RfC proposal to make the templates for discussion (TfD) process more like the requested moves (RM) process, i.e. "as a clearinghouse of template discussions", was closed as successful.
- The CSD feature of Twinkle now allows admins to notify page creators of deletion if the page had not been tagged. The default behavior matches that of tagging notifications, and replaces the ability to open the user talk page upon deletion. You can customize which criteria receive notifications in your Twinkle preferences: look for Notify page creator when deleting under these criteria.
- Twinkle's d-batch (batch delete) feature now supports deleting subpages (and related redirects and talk pages) of each page. The pages will be listed first but use with caution! The und-batch (batch undelete) option can now also restore talk pages.
- The previously discussed unblocking of IP addresses indefinitely-blocked before 2009 was approved and has taken place.
- The 2019 talk pages consultation produced a report for Phase 1 and has entered Phase 2.

Lucas Pos Deletion
Why was the page for Lucas Pos deleted? I was told there would be a discussion, but there was quite literally no discussion. Is this the normal procedure? I feel as if I researched things and put together a reasoned objection for absolutely no reason. rbradeyb1 (talk) 10:35, 19 June 2019 (UTC)
- There was the usual AfD discussion which you took part in. Your objection was noted but was not successful as it did not properly cite accepted guidelines. Your argument rested on two points. Firstly that playing in the second division of swiss football is notable. It is not per WP:NFOOTY, which clearly states that only players who have played in leagues determined to be fully professional per WP:FPL are considered notable. Secondly you stated he is notable because he has made an appearance at junior international level. Again per nfooty only players who have made senior international appearances are notable. Where players do not satisfy nfooty, they have to show notably per gng. Your argument did not provide indication that he has received significant reliable coverage in third party sources. - Because that is the way I interpret the strength of the arguments presented. The closing admin isn't supposed to weigh in with their own opinion. There were calls to expand some of the articles a number of years ago and this hasn't happened. Additionally, in this AfD, there are numerous claims that the articles meet GNG, but very little evidence to a totally support this. NSEASONS is just a presumption of not ability, if that cant be shown when challenged in AfD, then it is unlikely that the articles will be kept. I relisted the AfD to give editors time to do this. - Thanks Hoary, I protected the page because this user, whilst they mainly make useful contributions, has a habit of removing logos because there is supposedly a newer version but not updating the logo which I find uncostructive. They also have a habit of removing sour ed information and replacing it with unsourced as well as leaving ranty edit summaries. To be honest this could be a very useful editor but they don't seem to want to engage or create an account. Fenix down (talk) 13:31, 22 June 2019 (UTC)

So if know please do it, otherwise wrong logo is useless. Wiki should be truth so i always try add links but you as pro know more technical things. Upload and end this please 🙏

- Hi, you're right, it should be updated and will be in time (I'm only on mobile for a while so it is difficult for me, but I will do it in a week or so if someone else doesn't. It would be really useful if you created an account as we could then talk more easily about Bhutan football. The way to do this is described in the welcome note I left you on your talk page. - Because you are making some edits that are not entirely useful. In reverting some of your edits I fixed the broken link, which is always preferable to simply removing it. There was o deletion discussion on the article you prodded because there needn't be for a prod, it was simply contested. - Sorry if I reverted some grammar fixes, I'm on mobile a lot at the moment so don't really see the full screen, so may well have missed some. The rsssf ref was a Palau one. For future reference, these links will never truly be dead as rsssf is a major site. In this instance though they had updated the link to split the page between the spring and autumn championships. - Hi Rockstone, to be honest I am not sure in this instance that that is entirely appropriate. Whilst there may well have been some hoax element in the article (like it being really popular amongst Norwegian youth), it does seem to be a genuine, if non notable training format / exercise, so not something I personally would call a blatant hoax. Articles for deletion/Lenox Tweneboa
Hello! Just wondering how your interpretation of the Lenox Tweneboa AfD was delete? Admittedly just, from myself, one keep, but two other editors shared signs of my reasoning being correct - no-one dismissed it. Two of the three deletes were due to "Subject has not play for any top tier club" and "fails WP:GNG and WP:NFOOTBALL", both of which were incorrect - Yadanarbon are a "top tier" team in Myanmar's top division, which is listed at WP:FPL - so doesn't fail NFOOTY. The third delete was due to GNG, which could be a fair shout but wasn't discussed further. Deletion also seems a bit hasty given the last input, a suggestion of passing NFOOTY, was only added yesterday. If I've missed something, please do share - I'm always learning! - Hi, it is a bit tricky this one, Myanmar is listed as an FPL, but it is always very difficult to find sources to support claims. Nfitz did find a couple of youtube links showing he played at least twice, so a technical NFOOTY pass, but coverage of a match does not equal coverage of the individual, so with these links being all that was offered to support NFOOTY and nothing to support GNG, also given the fact that he stopped playing 4-5 years ago according to the article, this is, unless someone is going to present new sources showing significant third party coverage, a clear GNG failure and an instance where the player is unlikely to ever come back to an FPL level. Iraqi Premier League
Hi Fenix Down. I would like to ask if you could help with an issue we're facing now in the Iraqi Premier League topic.
Basically there are contradicting sources about the league winners in 2002/03 and 2013/14. The sources are very shaky to say the least and I think an admin should have an look at it.
The Wiki editor won't be convinced by what I say and won't change his opinion. Could you please help?
- Hi Fenix down, I'm the Wiki editor Steel Dogg is referring to. I know Steel Dogg has good intentions but I feel that he is ignoring primary sources (i.e written at the time of said season) from reliable and reputable organisations or websites. Everything on the 2002–03 Iraqi First Division and 2013–14 Iraqi Premier League pages as of now are well-referenced with primary sources. Why should we ignore a plethora of reliable primary sources just because of an opinion piece or lower quality secondary sources (i.e written years after said season) that's not how Wikipedia supposed to work.
