This IP address is actually shared by numerous computers all part of the same organization (school), connected to the same Wi-Fi network, thus, it does not make sense for one to be unable to edit Wikipedia because someone else vandalized. Everyone should have a chance to edit Wikipedia, even if one person made a mistake.
