Here are the issues I found:

"the depression became very disorganized as emerged" as it emerged
"The floods left widespread areas without without electricity" take out either the first or second without.
"the Red Cross sent aid to the victims of Tropical Depression Ten in Cuba." you mean Tropical Depression One I presume
