I still agree to the merge but after further investigation I see that in Russian language Wikipedia both organisations have a separate pages. This is not unusual for agencies that have been superseded. I have updated the article to make it clear that this an old agency that has been superseded. We could keep them separate and not merge as long as that it is clear in the article that it is a defunct agency and that the new agency history is updated to reflect this.
