Nations table meaning is unclear

The table that shows the nations and year - it is not clear as to what those numbers mean - are they how many athelets took part or how many medals were won ? the x and y axis are clear as they show the olympics year and nations respectively. The content of each cell is not.

Table vs list format

@Jeff in CA: Do we have proof that all-table format is what most readers prefer? For short-lived events, the table is longer. Basic list format I think would be convenient, especially for those wanting to see specific years. Furthermore, it helps other readers wanting to skip further.
