Saigon used for central districts?

Within etymology is this section: "However, there is a technical difference between the two terms: Sài Gòn is commonly used to refer to the city centre in District 1 and the adjacent areas, while Ho Chi Minh City refers to all of its urban and rural districts." I've lived here for 18 years and have never experienced Saigon being used to only refer to central districts. Saigon and HCMC are certainly interchangeable terms for the city as a whole, but not certain areas of it. Are there any more reliable sources for this?
