I think adding more sections to the article to help guide the reader would make this article better. Adding more sections would require more information, and I think it would be helpful to find and use more secondary sources to pull information from in order to add more to each section, which will make this article more informative. There are a lot of links to information, and I think it would be beneficial to implement some of the information from those articles into this one to give the readers a quick way to learn about it. Joe Cesare WP is an interactive and collaborative project. I see from your page that you are new, but typically, if you want to make a change, just do it. You don't need "permission" and you only need to discuss with other editors who have worked on the article if you are making contentious changes. The only things you need to be cautious about are never copy/paste someone else's work, do not add material without sourcing, and do not break reference citations if you move text.
