SIA or dab?

Is this page a set index on storms or a Pacific typhoon disambiguation page? It can't be both, because SIAs are articles and dabs are not. Incoming links appear on Disambiguation pages with links. Typhoon Haishen (disambiguation) exists and is used by some but not all incoming links. The page has an explicit __DISAMBIG__ behaviour switch, which is very unusual. Yes, it is a SIA. __DISAMBIG__ was added without comment by AveryTheComrade then removed by Onel5969 and readded without reason by AveryTheComrade. I've removed it here and at Typhoon Kai-tak which was similar case. olderwiser 13:37, 23 October 2020 (UTC)[reply]

That rule only seems to apply in four cases (Durian, Koppu, Tip, Utor) where one storm with the name is the primary topic. A proposal to make Haishen 2020 a primary topic has been opposed. Certes (talk) 15:05, 24 October 2020 (UTC)[reply]
