What are they taking about 😕 😐

Image sources

The following photos are in the public domain, since they were taken by the United States Fish and Wildlife Service, an agency of the federal government. The flickr pages say "All Rights Reserved" but I don't they're entitled to make that claim. I'll upload a few of them to Commons in a minute.
