  • "The twelfth tropical cyclone and twelfth named storm" - get rid of one
  • "caused hundreds of power outages and felled tree branches" - unclear whether "felled" is an adjective or a verb. I'd use "knocked down" so it's clearer, given the rest of the sentence.
  • " caused Leslie to re-curve to the west-northwest" - recurve usually means moving to the northeast, so I don't think it works here.
  • "However, intensification halted later on August 31, as wind shear increased over the storm - rm comma
  • "with the circulation being displaced " - rm "being"
  • "Relentless caused Leslie" - did it?
  • 5 mph (8.0 km/h)" - unit?
  • "the storm's circulation expanded to a radius of more than 1,150 miles (1,850 km); the wind field also expanded" - the difference between circulation and wind field is ambiguous
  • "By early on September 9, the blocking pattern diminished" - how?
  • " than initially predicted, causing less than anticipated impact."
  • Impact in Nova Scotia?
