Canada
[edit]I'm not exactly sure about the reasons why Canada didn't have full diplomatic relations with the Holy See during the papacy of Pius XII. It seems to have to do with the fact that Canadian foreign policy was very critical of Mussolini during the entire period of Fascist rule in Italy.
It's good to remember that in the 1940s and 1950s, the Canadian government still maintained strong links with the British monarchy and never really tried to build an independent foreign policy apart from what had already been decided within Commonwealth circles. This lack of diplomatic relations, as well as the imminence of the Second World War, probably prevented someone like Cardinal Villeneuve from being elected to the papacy in 1939.
Another possible reason is that until very recently, Canadian diplomacy was dominated by Anglo-Saxon Protestant diplomats who had relatively little interest for the international activities of the Church. It's not like the Catholic Church had no influence in Canada at the time, given that it had a strong relationship with the Duplessis regime in Quebec.
