Yes it is - and in fact this page is already rather confused, as it gives an incorrect title for even the original prize (correctly titled the "Council of Europe Parliamentary Assembly Human Rights Prize"), and - particularly in the list of prize-winners - muddles the winners of a number of different prizes. See this external page for more info on these different prizes - http://www.coe.int/en/web/portal/awards-and-competitions. See this Wikipedia page for correct information on this prize, including its history and predecessor - Václav Havel Human Rights Prize. For these reasons, my proposal would be to delete this page altogether. I have added a delete tag, and await the verdict of the Wikipedia community and administrators.
