The neutrality of this article seems acceptable to me. Nevertheless, i wonder if anybody reading it knows about the accusations being made in chile and argentina by local and some left-wing entities. They cover from he being a cia-agent to dubious connections to the Rockefeller Foundation (Center for Latinamerican Studies) and JP Morgan Chase executives (e.g. Ted Turner (of the Ford family) and George Soros). This accusations intend to imply tompkins in north american geopolical intrests quite different from ecological ones.

With respect to the question on "accusations" with Chile and Argentina, this is verifiably true. It was not limited to "local and some left-wing entities" but was and is somewhat across the political spectrum, at least in Chile, where even moderate right-wing objections to Tompkins were very pronounced. Specifically, one need only read the Chilean news during the past decade regarding Senador Horvath and other members of the Chilean legislature and other government agencies, who were openly critical of Tompkins' acquisition of lands through which important transportation corridors passed. The criticism was focused in part on Tompkins' alliance (or "friendship") with former right-wing president Piñera. In this particular case, Senator Horvath became so incensed with Tompkins and Piñera's relationship that he [Horvath] quit his position as vice-president of the former president's political party in protest. Horvath's objections to Tompkins included his (Tompkins) efforts to interfere with construction of Ruta 7 which passed through Tompkins park but represented a vital transportation link (the only road link within Chile) for connection of Horvath's district to the rest of the country. The record of Chilean congressional objections to Tompkins is rather well documented in major media in the country though this is mostly in Spanish. On a more granular "citizen level" there was and probably will continue to be objections to Tompkins' practices and policies of displacing Chilean citizens from lands where they had worked, and replacing them with ecology-minded volunteers from other countries, generating both a bit of xenophobia and economic harm. New section needed: 'Criticism' (or 'Controversy')

As alluded to in the 'Recognition' section, Tompkins' land acquisitions in Chile and Argentina, and his stances on various development projects, apparently generated quite a bit of controversy. This is discussed at length in various reflections/ commentaries on his life. As such, it would be appropriate, in my opinion, to add a section to this article on 'Criticism' or 'Controversy' summarizing key aspects of this critical response. What, then, is the basis for saying "unsourced"  ?

On December 8, 2015, Tompkins was kayaking with five others in an unauthorised west-to-east crossing of General Carrera Lake in the Aysén region of southern Chile when strong waves caused their kayaks to capsize. [Kayaking on Lago General Carrera requires compliance with the 2011 Chilean Navy circular 41/008, which calls for pre-departure submission of a detailed trip plan, and reads, in part: "Autorizaciones: Autorización de zarpe por la Autoridad Marítima, previa entrega de un plan de navegación detallado." Authorizations: departure authorisation by the Maritime Authority, with prior submission of a detailed travel plan].

In discussing the requested investigation into Tompkins' death, the regional prosecutor Pedro Salgado, quoted in the Chilean newspaper La Tercera (08 December 2015) and regional television, confirmed the findings of the Chilean Maritime Authority that the existence of the Tompkins group outing was unknown to the proper authority.

Prosecutor Salgado indicated that the outing had no authorisation and that an investigation would be conducted to determine if elements of crimes were involved: "No hubo autorización de zarpe de esta expedición....Son hechos que se investigan para esclarecer lo que ocurrió. Producto de esa investigación, se determinará si son constitutivos de delitos.... (There was no authorization for the expedition to embark ... these are facts to be clarified in regard to what occurred. The investigation will determine if there is evidence of crimes ...."

The lake crossing reported by the Chilean media (La Tercera, 08 December 2015) of about 30 kilometers, generally parallel to the north shore, was to take place between Puerto Sánchez and Puerto Ingeniero Ibáñez. The Argentina online media La Nacion later reported in the article "Murió el ecologista Tompkins en un accidente de kayak" (09 December 2015) that the length of the outing was to be about 100 kilometers.

Subsequent investigation by the Chilean Navy determined that the group had not only failed to meet the requirements to seek prior approval but also to submit to vessel and gear inspection by the cognizant naval authority. Although the Chilean Maritime Authority reported that the party had a satellite phone, the group did not communicate the need for rescue to the Chilean authorities. According to the Chilean navy website news release on December 8, 2015, entitled "Armada rescató a kayakistas en el Lago General Carrera," Carolina Morgado in Puerto Varas received word of the accident and called the regional maritime authority ("Capitanía de Puerto Lago General Carrera") who in turn effected a search and rescue operation. As of 19 December 2015 there was no known media report explaining why the group did not use the satellite phone to call the Maritime Authority directly, thereby possibly providing critical detailed location information and speeding up the rescue response. Instead, the group essentially made their own rescue request to a private hotel and its helicopter resource to rescue Tompkins. Rodrigo Noguera, Tompkin's private pilot, received notification of the accident and called the office of a hotel [Terra Luna Lodge] in Guadal, in the southwestern area of the lake. The lodge had a helicopter with limited rescue capability (a Eurocopter AS-350 - not equipped or authorised for over-water rescue). According to the co-pilot of that helicopter, Phillippe Reutter, Tompkins was being held by another member of the party [Weston Boyles] in an apparent effort to keep him from sinking further into the water, though this prevented Boyles from paddling and the wind was reportedly blowing the two further offshore. It was not known at that time whether or not Tompkins was wearing a personal flotation device. Tompkins could not be lifted directly into the helicopter while he was in the water. Instead, the helicopter [with pilot Alejandro Maino at the controls] was used to slowly drag Boyles, who was holding Tompkins, toward the shore, which lasted approximately 45 minutes, according to Reutter, who indicated that the high winds and high waves complicated this operation. The helicopter was unable to land due to the proximity of large rocks. Reutter jumped from the helicopter to assist the kayakers, and put Tompkins into a harness. Tompkins was then lifted to a nearby location. With the help of the helicopter the kayakers were brought together. They then lifted Tompkins into the aircraft. Tompkins spent a "considerable amount of time" in the water at about 40 °F (4 °C), which was later variously reported in Chilean media to be between one and two hours. After being loaded into the private helicopter, Tompkins and two others were then flown to a hospital in nearby Coyhaique.

According to Chilean media [Tele 13 article on 08 Decembr 2015, "Parte médico de Tompkins tras accidente: "Estos cuadros son muy graves y la sobrevida es escasa"] Tompkins was unconscious and not breathing when he was admitted to the hospital, with a reported core temperature of only 19 degrees C. Dr. Carlos Salazar, head of Emergency Services at the Coyhaique hospital, indicated that Tompkins' condition on arrival was "extremely serious" and that survival in such cases is rare. Tompkins died four hours later from severe hypothermia.


Investigation

Immediately after the accident, the Chilean authorities, including the regional prosecutor's office, the Chilean Navy, and the national police (Carabineros) began taking reports. In an 11 December 2015 in the national news outlet El Mercurio (article: "Expedición de Douglas Tompkins zarpó sin dar aviso a la Autoridad Marítima y sin GPS") the Aysen region maritime authority began releasing elements of the investigation. These included the observations that the fatal kayaking trip took place without required prior notice to the authorities, as was required for any kayak trip of more than 8 hours. The article continued with Captain Diaz' report that Tompkins' kayak trip members lacked a GPS and therefore could not report their position with any accuracy during the emergency. Captain Díaz also indicated that the group did not have with them the telephone number for the Maritime Authority to use with their satellite phone, and were obliged to instead call a number in Puerto Varas, where one of Tompkins' people had to obtain the Lago Carrera region emergency number. The result, according to captain Díaz, was a situation in which critical time was lost due to a lack of proper communications planning and the inability to provide an accurate location. The article cited Captain Claudio Meza, head of the Chile Chico port authority, indicating that the requirements for kayaking on Lago General Carrera had been published by the "Dirección de Territorio Marítimo (DIRECTEMAR)," in response to increasing kayaking activity on the lake.

The Chilean Navy regulation governing kayak excursions on Lago General Carrera is entitled: C.P. LGC. ORD. N° 12.600/117 VRS. FIJA ÁREAS APTAS Y MEDIDAS DE SEGURIDAD PARA DESARROLLAR ACTIVIDADES DE KAYAK EN LA JURISDICCIÓN DE LA CAPITANÍA DE PUERTO DEL LAGO GENERAL CARRERA. Parts 2(c) through 2(e) of this regulation include: [the kayaker] shall wear an international-orange coloured personal flotation device at all times; prepare an embarkation request to the Maritime Authority including full name, nationality, age, RUT or passport number, kayak colour, sailing/paddling track to be followed, address, contact telephone, contact person; shall inform the Maritime Authority via VHF channel 16 or by telephone of the beginning and end times of the excursion.

On 16 December 2015 the Chilean news agency "El Divisadero" carried an article ("Armada sigue investigando causas del accidente en el que falleció Douglas Tompkins") also detailing the ongoing investigation by the Chilean Navy and the local prosecutor's actions relative to possible criminal charges in the case of Tompkins' death. The Maritime Authority indicated that the collection and assessment of evidence and depositions would continue until such time as an inquiry board or "tribunal" could be convened. Captain Rodrigo Díaz Sotomayor, chief Navy officer for the region where Tompkins' death took place, made the following indications which appeared in the 16 December El Divisadero article:

a. The naval prosecutor's office was compiling evidence including statements taken from the kayak excursion participants and other persons involved, weather data, and a [planned] site inspection.

b. The officer discussed the need for pre-excursion establishment of on-land contact numbers to provide notice to authorities in case of emergency.

c. The need for the kayaking activity, prior to starting out, to present the details of the outing to the Maritime Authority, to include identification of participants, type of vessels involved, equipment, location specifics, and other details.

d. The officer indicated that inasmuch as Tompkins' group did not present its excursion planning information to the Maritime Authority for the lake [the "Capitanía de Puerto"] it was not possible [for the Maritime Authority] to inspect and verify whether the group's equipment was adequate, nor was it possible to establish "control points" ["puntos de control"] in the event of worsening weather conditions.

e. The officer indicated that due to the extreme weather conditions on the day of the accident, the Maritime Authority had closed the principal ports on the lake, Puerto Ingeniero Ibáñez and Chile Chico, to small craft operation.

f. The officer indicated that the pre-excursion inspections by the Maritime Authority are to go over not only participants' equipment but also the possible use of a support vessel, use of GPS, establishment of emergency contacts, and reporting way-points in case of bad weather. The officer made specific reference to the lack of a support boat by Tompkins' group, saying that the group thus lacked certain necessary items for the type of trip they were planning to conduct ( ".....faltaban ciertos elementos necesarios para el tipo de travesía que se quería desarrollar”.)

Captain Díaz indicated that the tribunal was to be held in the area of El Avellano, close to the accident site, and would employ surface vessels and a Navy helicopter to obtain a clearer picture of the accident events. He indicated that this may include measurements of water depths and temperature, distance to shore, and other details as requested by the prosecutor.


The 16 December article included indications by the Navy prosecutor's office that the investigation would consider possible violations of maritime law, and that in the event of such violations that legal penalties could be imposed.


Tompkins was 72 years old and survived by his second wife, Kristine (McDivitt) two daughters, mother and a brother.[1][2]
