Rewrite

Needs better introduction
[edit]From the description in the current article, it sounds just like a housing cooperative. But maybe CIDs are primarily for stand-alone houses, rather than apartments in a large building? In a coop, the association sweeps the stairs, in a CID the association sweeps the streets? And when CIDs are growing, this is as opposed to the city building streets and selling individual lots for private homes? --LA2 (talk) 12:44, 8 September 2021 (UTC)
This article is terrible
