Centre of local government?

The lead says it is.... but County Hall, Cardiff says "it is now the headquarters of Cardiff Council". And the City Hall website suggests it is used for conference/exhibitions/events etc. Is it actually used for any local government purpose anymore? Cardiff Council suggests that City Hall is closed till 2026 but may then be used for full council meetings. Does it need updating? Happy to do so, but want to be sure.
