Paul_012, when editing my focus had been on removing any doubt regarding attribution to Rigotti. With regard to dates there is some confusion. In the source I referenced (Ross King, "Reading Bangkok") he quotes 1910 as the completion date (Pg25 and Pg55). Porphant Ouyyanont in "The Foundation of the Siam Commercial Bank and the Siam Cement Company: Historical Context and Alternative Historiographies" published in Sojourn Journal of Social Issues in Southeast Asia · (July 2015) also quotes 1910 as the opening date (Pg477). However Kenneth Barrett in "22 Walks in Bangkok" (Tuttle publishing, 2013) quotes 1908 as the opening date (Pg206). I would lean towards the 1910 date being more reliable.
