Murray is not SE
[edit]Murray is not special exempt. Special exempt, as explained in Glossary of tennis terms#Special Exempt is:
Special exempt ("SE"): Players who are unable to appear in a tournament's qualifying draw because they are still competing in the final rounds of a previous tournament can be awarded a spot in the main draw by special exempt.
This spot is reserved in case a lower ranked player makes the late rounds of a previous tournament. In Cincy, this would have been used if Jack Draper made the semis in Montreal. Because he lost in the quarters, it freed up a slot for the next direct entrant - Murray. Murray cannot be SE because he lost in the first round in Montreal.
Also, compare the draws from Montreal, both the PDF and the HTML versions indicate Nishioka (who made the final in Washington) is SE, special exempt:
