Volodymyr Nikiforenko (born 29 May 1971 in Kyiv region) — Major General[2], the First Deputy Head of the State Border Guard Service of Ukraine.[3]
Biography
[edit]- in 1994, he graduated from the Institute of the Border Forces of Ukraine.
- In 2006, he graduated from the National Academy of the Security Service of Ukraine.
- In 2012, he graduated from the National Academy for Public Administration under the President of Ukraine.
- in 2016, he received a Doctor of Philosophy in Public Administration, and in 2021, a Doctor of Law[4]. He is currently the author of more than 40 publications in domestic and foreign scientific journals[5], co-author of such articles as International Cooperation as a Tool for Migration Management[6][7] and Cuestiones Políticas[8].
- On 08.10.2020, by the Decree of the President of Ukraine No. 425/2020[9], Volodymyr Nikiforenko was awarded the honorary title of "Honored Lawyer of Ukraine".[10]
For 12 years, from 1996 to 2008, he served in the military in operational and administrative positions in the bodies of the Security Service of Ukraine.
For more than 8 years, from 2008 to 2016, Volodymyr Nikiforenko devoted himself to creating and developing the internal and personal security system in the border guard agency as Deputy Head of Department of the Administration of the State Border Guard Service of Ukraine.
On 9 September 2019, by Presidential Decree No. 673/2019, Volodymyr Nikiforenko was appointed the First Deputy Head of the State Border Guard Service of Ukraine. [11] [12] [13]
War in the Donbas
[edit]On April 14, 2014, with the outbreak of russian aggression,[14] he initiated the strengthening of special legal regimes at the state border, in particular, the organization of counterintelligence work in the State Border Guard Service of Ukraine.[15]
From 2016 to 2019, he continued his military service in leadership positions in the HR units of the Administration of the State Border Guard Service of Ukraine and organized operational and investigative activities in the border guard agency, in particular in the field of counterterrorism.[16]
In 2019, he founded a new ideology for appointments to senior positions in the State Border Guard Service of Ukraine - a joint project with the United States Embassy in Ukraine and the International Organization for Migration in Ukraine, the New Face of Senior Staff (NFSS)[17][18], which is an authentic combination of international standards for continuous quality improvement ISO 9000 and social responsibility ISO 26000[19]
As a member of the Commission for the Coordination of Euro-Atlantic Integration of Ukraine, established by the Decree of the President of Ukraine No. 784/2019 dated October 30, 2019, Volodymyr Nikiforenko ensures the practical implementation measures to bring the State Border Guard Service of Ukraine into the Euro-Atlantic security space[20], increase the efficiency of fulfilling the priority measures to achieve the criteria necessary for membership in the North Atlantic Treaty Organization (NATO), including within the framework of the annual national programs of NATO-Ukraine cooperation.[21][22]
Belarus - European border crisis
[edit]In 2021, Belarus artificially created a migration crisis[23][24]in response to the serious deterioration of relations between Belarus and the European Union after the 2020 presidential elections in belarus, and as a result, the border guard service of Ukraine launched operation "Polissia"[25][26] to counter illegal immigrants on the border with belarus, with the use of aviation, unmanned aerial vehicles and technical surveillance equipment, which was coordinated by Nikiforenko.[27]
Russian invasion of Ukraine
[edit]Participant in the military operations in eastern Ukraine. He is an expert in the field of border and national security, operational and counterintelligence activities[28], as well as integrated border management.[29][30]
