On August 15, 2011, the Central Bank of Sri Lanka (CBSL) announced a nationwide competition called "Design and Shine." The contest, which closed on October 7, 2011, invited local artists to create designs for a new series of Rs.10 coins. Each selected design would earn a cash prize of Rs. 50,000/-. Artists were encouraged to elegantly depict the unique iconic identity of each of Sri Lanka's 25 districts. The competition attracted 413 participants who submitted a total of 1,150 designs. After a thorough selection process, the winning designs were refined for consistency and adapted for minting by Mr. M.N.M. Frizvi. The names of the other prize-winning designers were not disclosed.

The coins, which will be released into circulation at their face value, were also packaged for sale to collectors. The packaging was available in three versions, with text printed in English, Sinhala, or Tamil.
