Giovanni Pietro Barbano is a Major General of the Carabinieri with over 40 years of active duty in law and order, with an extensive experience in international crisis management and peace operations.[1]. He currently serves as the Head of the European Union Rule of Law Mission in Kosovo (EULEX[2])[3], the largest civilian mission ever launched by the European Union under its Common Security and Defense Policy, a position he assumed on June 26, 2023 under the decision of the EU Political and Security Committee[4].

His international engagements include significant leadership roles in Bosnia and Herzegovina, where he contributed to peace operations with both the Western European Union Police Mission in Mostar (1995-1996)[5][6] and the European Union Force (EUFOR “ALTHEA”) [7]in 2007-2008. Barbano was also instrumental in the first deployment of the European Gendarmerie Force (EUROGENDFOR)[8]

From 2016 to 2023, Barbano served as the Director of the Centre of Excellence for Stability Police Units (CoESPU) in Vicenza, Italy, which he helped establish in 2004. His leadership extended to international training collaborations as President of the European Association of Peace Operations Training Centers (EAPTC) and as chair of the Police Board of the International Association of Peacekeeping Training Centers (IAPTC).

Barbano holds degrees in political science from the University of Siena, international and diplomatic sciences from the University of Trieste, and a master’s degree in internal and external security from Tor Vergata University of Rome. He is the recipient of several international honors, including the prestigious Legion of Merit (Officer Degree) awarded for his exceptionally meritorious conduct in the performance of outstanding services and achievements by the President of the United States in 2019, and the Knight Cross of the Military Order of Italy, the highest military order of the Italian Republic, bestowed by the President of Italy in 2022.[9]
