Ir. Bernardus Djonoputro MM IAP (born October 16, 1963) is an Indonesian city planner, business practitioner, and expert in infrastructure financing and urban development. He has held top management positions at various multinational consulting firms, including  Deloitte....[1], EY[2], and PwC[3]. Since April 27, 2023, Bernardus has served as the Chief Executive Officer of the Rebana Metropolitan Management Agency, appointed by the Governor of  West Java, Ridwan Kamil..[4][5]

Education

Bernardus attended St. Aloysius High School in Bandung. He pursued a degree in Urban and Regional Planning at Bandung Institute of Technology (Institut Teknologi Bandung (ITB))[6]. During his time at ITB, Bernardus or call-in-short for Bernie, was actively involved in student movements and activities, serving as Chairman of Iota Tau Beta in 1983 and Chairman of the Pangripta Loka Planning Student Association in 1986.

He later earned a Master's degree in Business Management from Binus Business School[7] and is currently a doctoral candidate at the School of Strategic and Global Studies, University of Indonesia.

Career

Bernardus began working while still completing his studies. During his final year at ITB, he worked as a communication staff member at the Indonesian pavilion at World Expo 88 in Brisbane and as a junior intern at the Brisbane City Council's urban planning department. After returning to Indonesia, he began his business career at American Express Bank. He has since held various management positions in infrastructure development and financing, including roles at PT Jababeka Infrastruktur[8][9], PT Nusantara Infrastructure[10][11], and Hawkins Infrastructure New Zealand[12].

He has also served as a Director at PricewaterhouseCoopers (PwC) and as the Country Head of Infrastructure at Deloitte Infrastructure Advisory[13]. Most recently, he worked at Ernst & Young (EY)[14][15].

Bilateral cooperation

In 2017, Bernardus served as the Chairman of the Expert Panel Team for Indonesia at the Secretariat of the Belt & Road Initiatives of the Coordinating Ministry for Maritime Affairs. In 2021, he became Co-Leader at EY for Katalis, part of the  Australia Indonesia Comprehensive Economic Partnership (IA-CEPA). He has also served as a Trade Advisor for East Asia in New Zealand[16].

He is a Faculty & Fellow at the Salzburg Global Seminar[17] and Vice President of the Eastern Region Organization for Planning and Human Settlements (EAROPH)[18][19], Additionally, he is a Fellow at the Australia Indonesia Center based in Melbourne[20].

Contributions to infrastructure and planning

Bernardus has extensive experience managing public infrastructure projects, including Public-Private Partnership (PPP)  projects and national strategic projects[21]. His work includes leading transactions and project preparations for projects such as the LRT and Modern Urban Transport Project in Medan, the South and East Jakarta Waste Processing Facility Project, the Kertajati National Strategic Airport Project, and the development of the Sabang Ocean Port and Bitung Port[22].

Educational involvement

Bernardus serves on the Investment Committee and Advisory Board of the Sustainable Business Development and Fund Agency (BPUDL-ITB)[23] and is a member of the Advisory Board at the School of Architecture, Planning, and Policy Development, ITB (SAPPK ITB)[24]

CEO of the Rebana Metropolitan Management Agency

Bernardus Djonoputro was appointed as the first Chief Executive Officer of the Rebana Metropolitan Management Agency by the Governor of West Java.[citation needed] The agency, established by Presidential Regulation No. 87 of 2021[25], coordinates investments and implements national strategic projects in the metropolitan region, covering the City of Cirebon, Cirebon Regency, Indramayu Regency, Subang Regency, Majalengka Regency, Kuningan Regency, and Sumedang Regency[26]

The Rebana Metropolitan Area, covering over 42,000 hectares with a population of more than 10 million, is strategically connected to major national infrastructure, including the Trans-Java toll road, double-track railway lines, Patimban national port, Kertajati International Airport, and West Java Aerospace[27][28]. The Indonesian government has allocated 234 trillion rupiahs for priority infrastructure projects in this region, aiming for significant economic growth and job creation[29][30][31]

As CEO, Bernardus coordinates investments, spatial planning, and regional development, collaborating with local government leaders.

Public Speaking and Publications

Bernardus is a regular public speaker in national and global forums on topics of urban development and infrastructure finance[32][33][34]. He is also a regular writer in his op-ed column in Kompas.com[35]. He has published a book on urban development, "Menikmati Roman dan Satire Kehidupan Kota: Sebuah Catatan Perencana Kota" (Kanisius, 2020)[36]
