Yes, although he doesn't need to; he's the staff photographer for Wellington City Council, so they own the copyright on all his images. I've been uploading them on behalf of Wellington City Archives, which is part of Council —Giantflightlessbirds (talk) 04:00, 19 December 2018 (UTC)[reply]
