I would like assistance with better understanding what "notable" means. I have written an article and had it rejected twice. The article is Pamela Price, Civil Rights Attorney. Any guidance would be appreciated.

You might want to read WP:Notability (people), which offers guidance on assessing whether a person is "notable" in the sense that Wikipedia uses that word. I hope this response has been helpful. An article of mine is scheduled for delete as sister twister let me know.
They told me to remove the G13 speedy deletion template code from the article.
But where is that code? I cannot seem to find it.

- Actually, your article has been created.The template was affixed(and subsequently removed) a few days back(prior to moving it to the article namespace) when it was still in the draft-space.Nothing to worry about.Cheers!Light❯❯❯ Saber 10:01, 16 December 2016 (UTC)

Pagename: Draft:Jean-Bernard_Lafonta
Our goal was to offer the same information about Jean-Bernard Lafonta on the English language version of Wikipedia as is offered on the French language version. This is the version in French which was accepted by Wikipedia and has been live on the site for some time: https://fr.wikipedia.org/wiki/Jean-Bernard_Lafonta. We simply want to provide the same information to English speakers. How is it that he is considered notable for the French language site, but not the English language site? That suggests a double standard in Wikipedia's policy that is unfair. Please advise.

- Hello Mel Del. The French and English Wikipedias are independent projects and their policies are set entirely by their respective communities. As such, here at the English Wikipedia we have to review new drafts on their own merits and it may be the case that an article on the French Wikipedia is not suitable for inclusion in the English Wikipedia (and vice versa).
