- The Wikimedia Foundation's Anti-Harassment Tools team is creating an "Interaction Timeline" tool that intends to assist administrators in resolving user conduct disputes. Feedback on the concept may be posted on the talk page.
- A new function is now available to edit filter managers that will make it easier to look for multiple strings containing spoofed text.
- Eligible editors will be invited to submit candidate statements for the 2017 Arbitration Committee Elections starting on November 12 until November 21. Voting will begin on November 27 and last until December 10.
- Following a request for comment, Ritchie333, Yunshui and Ymblanter will serve as the Electoral Commission for the 2017 ArbCom Elections.
- The Wikipedia community has recently learned that Allen3 (William Allen Peckham) passed away on December 30, 2016, the same day as JohnCD. Allen began editing in 2005 and became an administrator that same year.
Procedural mistake?

Your opinion about an unblock request would be welcome
Hi, Cloud Water. A couple of days ago you put a spamusername block on an account called Discoveryorkshirecoast. The editor then created a new account called RegHann, apparently in good faith, having taken a comment from an administrator in an unblock request as meaning that he was free to edit provided he created an individual account rather than continuing wit the existing corporate account. I have blocked the account, but he appears to be willing to change his practices, and has posted a de-spammed version of his draft article at User talk:RegHann. The draft is far from ready to be an article, but it is not in the same league of blatant marketing copy as the pages that you deleted ([1], [2], [3]).
In the interest of giving a chance to a good faith new editor I am considering unblocking, even though the editor has a way to go in learning how to fit into Wikipedia, and I honestly don't know whether he will ever get there or not. Although this would be lifting my own block on the account, it would be unblocking an editor that you blocked, and I would be grateful if you would give me your opinion on whether we should unblock. (Or just unblock yourself if you think it appropriate to unblock.) The editor who uses the pseudonym "JamesBWatson" (talk) 12:46, 2 November 2017 (UTC)
- As far as I can tell, the "new" text he has provided has been largely copied without attribution from Welcome to Yorkshire - so add copyvios to the list of infractions as well. Honestly, I do not see that Wikipedia gains anything by allowing this user to edit. I'm not in favour of unblocking; I won't contest it if you choose to do so (you're a nice guy, I'm kinda not!) but I have serious reservations about letting him back. I know from past experience that in such cases I tend to be more willing than most administrators to give a second chance, but I have thought carefully about what you have said, and also about other issues, and decided there are enough negatives that I am not going to unblock. - Please don't create new talkpage headings when continuing a conversation. The user in question is not currently permitted to edit Wikipedia; that includes evading the block to ask you for help on your talkpage. They have one avenue of appeal, which is WP:UTRS. Editor 2050

- I don't know what other info I could provide. Most of my run-ins are cataloged on his talk page. While I did approach him numerous times about some edits that seemed promotional (summarising a film's critical response without referencing, or using hyperbolic language "very positive", and "unanimous praise"), the instances of this were fairly rare, and he wasn't on my radar as a disruptive user. Rather, I figured he was part of the small clique of Indian editors who work hard and well around the project. Felt kinda bad about busting his chops sometimes, so I tiptoed in my responses a bit so as not to be too discouraging. He did create an article in 2012, Y NOT Studios, which was significantly edited between April 2017 and September 2017 by the company's CEO and contained fluffy language and POV, but I didn't think that Editor 2050 was being paid. Yunshui, any way you could email me some of the details on this, please? Also, Should this guy be blocked for username violation? Seems like an impostor account, particularly when they admit to being inspired by 2050. (2050 warns them not to edit with bias or promotional slant.) - Wow, conflicting emotions... on the one hand, "Oh, that's kind, thank you!". On the other hand, "AW, HELL NO!" I found ArbCom to be soul-destroying; the constant abuse and questioning of our decisions was perfectly fine - expected, in fact - but what I wasn't expecting was the degree to which Arbing exposes you to the very dregs of human activity; so much of what we had to look through just made me despair of our species. I appreciate the vote of confidence, but given that I got so depressed dealing with that shit last time around that I quit Wikipedia for a year (there were RL factors involved in that as well, but being on ArbCom was the shitty icing on an already turd-flavoured cake) I'll pass, thanks. List of foreign Chinese Super League players
Hi Yunshui. Would you mind watching List of foreign Chinese Super League players for awhile? Cp6379 keeps re-adding flag icons to section headings, even though the icons have been removed multiple times by myself and S.A. Julio per MOS:HEAD. Even though S.A. Julio posted a message on the editor's user talk, and I posted something on the article's talk page, the editor either does not understand the posts or is simply ignoring them. Ayumu Matsuo
Hi Yunshui. I'm wondering if you would mind looking at Ayumu Matsuo. This RPP (it's already been declined) seems to be a good faith misunderstanding of what actually happened: there's not only been no IP edits to the article, there's also been no vandalism of any kind by anyone.
Honyarism is "new" editor who has been trying to add content to Ayumu Matsuo, but unfortunately the content has problems so it has been removed/moved to the talk page for further discussion. The editor also has uploaded a copyvio to Commons to try and use in the article, but that has been removed as well. I've tried to discuss these things on the article's talk as well as the editor's user talk (apparently what I posted is considered a "personal attack message"), but so far no response.
Anyway, I don't really want to bite since I do think this was a good faith attempt to improve the article, I just don't think that a verbatim attempt to translate content from the Japanese Wikipedia article is such a good idea because (1) almost all that content is unsourced (Japanese Wikipedia's standards typically seem to be less vigorous than WP:BLP), (2) the translation was too literal and the English had some other problems, and (3) most of the person life section content was based on primary or self-pub type of sources and seem more gossipy than encyclopedic.
I thought about trying to communicate with this editor in Japanese, but it is after all English Wikipedia and I think it would be better for things to be conducted in English as much as possible. I also thought about adding Template:Welcomeen-ja, but that sometimes can be taken the wrong way. Since you're an admin/OTRS rep, play shogi (going by your userbox), have an interest in things Japanese/understand Japanese, and most improtantly have offered me good advice in the past with respect to things Wikipedia, I figured I'd ask for your advice yet once again. I certainly don't want to discourage this editor from contributing, and do not see my posts as "personal attack messages" in any way. I would rather try and figure out a way to best incorporate this editor's contributions into the article, but I do think a little better editorial judgment is needed on their part. I also think it's a bit unusual for who made just one edit before yesterday to know enough to go to WP:RPP, but I'm not sure if that's worth trying to examine any deeper right at this moment. -- Marchjuly (talk) 22:20, 28 November 2017 (UTC)

ANI Experiences survey
The Wikimedia Foundation Community health initiative (led by the Safety and Support and Anti-Harassment Tools team) is conducting a survey for en.wikipedia contributors on their experience and satisfaction level with the Administrator’s Noticeboard/Incidents. This survey will be integral to gathering information about how this noticeboard works - which problems it deals with well, and which problems it struggles with.

ArbCom 2017 election voter message
Hello, Yunshui. Voting in the 2017 Arbitration Committee elections is now open until 23.59 on Sunday, 10 December. All users who registered an account before Saturday, 28 October 2017, made at least 150 mainspace edits before Wednesday, 1 November 2017 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.
The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Biography deleted - Gerald Wingrove
Can you please explain why my editing of my biography was deleted as it was only an update and elaboration on what was already there It did not meet with A7 as all independent and reliable sources were included It ddi not meet with G11 as it is not advertising anything - I am 83 and retired - only facts are stated and references to others opinions are provided with links, further evidence is also offered.

Hi, can I get a restoration on this page please. It's a long established page and although I'd noted the recent additions by the likely subject GAWingrove, that's no grounds for either A7 or G11. He's been clearly notable since UK TV coverage in the '70s and any recent promotion could at most have been reverted, rather than the whole article deleted. On 5 December 2017, Did you know was updated with a fact from the article Robert Sickinger, which you recently created, substantially expanded, or brought to good article status. The fact was ... that Robert Sickinger, the father of Chicago's "off-Loop" theater scene, ended up running a telemarketing company? File licensing question
Hi Yunshui. I'm wondering if you can clarify something about a file's licensing at Wikipedia:Files for discussion/2017 November 30#Dragonchess images since you are an OTRS volunteer. The uploader states he has received email permission to upload and license some images for use on Wikipedia, but the license he chose cannot be verified at the source. The files are a bit old, but I don't think are old enough to qualify as "pre-OTRS" files. -- Marchjuly (talk) 21:50, 3 December 2017 (UTC)
- Already commented - basically OTRS need permission from the licence holder; it's extremely rare (as in: I've-never-seen-it-happen rare) that we'll accept "second-hand" permissions. Yunshui 雲水 09:01, 4 December 2017 (UTC)

Disclosure
Hi Yunshui, I was thinking about Siddhant2709's block. They were indeffed for a TOS violation, namely not disclosing their paid status, but they did admit to being an employee of the company here and here and here. I don't know too much about the policy because (not surprisingly,) most paid editors don't actually disclose, but per WP:COIPAYDISCLOSE it says: "Editors who are compensated for their contributions must disclose their employer, client, and affiliation with respect to any paid contributions. They must do this on their main user page, or on the talk page accompanying any paid contributions, or in edit summaries." I don't know if that means they must disclose in every edit summary related to that subject or what. Anyway, I was curious about your perspective on this. - The element of the ToU from which WP:PAID is derived states that if you go the edit summary route, disclosure is required as a statement in the edit summary accompanying any paid contributions (emphasis mine). If a paid contributor chooses this approach and fails to disclose in the summary of every edit they make regarding the COI topic, they are violating the terms of use; ergo, blocked... Histmerge? Speedy delete and bold move? Simple overwrite and RM?
Sorry to ask a weird question, but do you know the procedure for cases like this? Basically I accidentally created an article on a topic that already had one, but I'm convinced the title I chose is superior to the one that already existed, and now I can't fix the problem without an admin's help. I'm not sure whether the correct procedure would be to
- (a) merge the articles myself under the old title and request that the redirect under the new title be speedy-deleted so I can BOLD-move the page myself,
- (b) merge the articles and then open an RM toward the new title,
- (c) request a histmerge,
- (d) merge the articles under the new title and redirect the old title as though the article never existed before last month, or
- (e) merge under the old title and just forget about it because orthographic differences don't matter.
Option (e) doesn't work for me since Keene writes it the new way and the sources in the old article are mostly garbage that post-date the English Wikipedia article (so I suspect there might be circular sourcing going on with the spelling. (d) feels like a violation of some policy, even though technically attribution would be preserved because honestly there isn't much in the old article worth keeping (some of the content is verifiable, but it would need to be rewritten anyway). (c) is a process I know literally nothing about, and the process page is ambiguous as to whether it can only be done in case of cut-paste moves, which this isn't.
I don't have a personal preference between (a) and (b), but with the exception of (c) all of them require a sysop to do something and I'm honestly not sure which is procedurally superior.
As for the reason I came to you rather than either Bishonen or Alex or Drmies -- the answer's to all of them are coincidentally visible on Bish's talk page at the moment.

- A merge and redirect would seem to be the most straightforward solution. I'm not a fan of histmerging unless it has to be done (it can get pretty messy, and I'm not ashamed to say I've cocked it up at least once), and it doesn't seem to be necessary here. Which way the redirect goes is another matter - I'd suggest you either work towards a clear consensus in the existing discussion (it still looks as though there's some debate at present) or alternatively merge your article to the older title and then start a RM discussion.

- Following a request for comment, a new section has been added to the username policy which disallows usernames containing emoji, emoticons or otherwise "decorative" usernames, and usernames that use any non-language symbols. Administrators should discuss issues related to these types of usernames before blocking.
- Wikimedians are now invited to vote on the proposals in the 2017 Community Wishlist Survey on Meta Wiki until 10 December 2017. In particular, there is a section of the survey regarding new tools for administrators and for anti-harassment.
- A new function is available to edit filter managers which can be used to store matches from regular expressions.
- Voting in the 2017 Arbitration Committee elections is open until Sunday 23:59, 10 December 2017 (UTC). There are 12 candidates running for 8 vacant seats.
- Over the last few months, several users have reported backlogs that require administrator attention at WP:ANI, with the most common backlogs showing up on WP:SPI, WP:AIV and WP:RFPP. It is requested that all administrators take some time during this month to help clear backlogs wherever possible. It should be noted that AIV reports are not always valid; however, they still need to be cleared, which may include needing to remind users on what qualifies as vandalism.
- The Wikimedia Foundation Community health initiative is conducting a survey for English Wikipedia contributors on their experience and satisfaction level with Administrator’s Noticeboard/Incidents. - The only reliable sources used for the information in the article use "Hill Bark", so that is what Wikipedia uses. We don't give a damn about the hotel's SEO rankings; we are an encyclopedia, not a marketing platform. If they've chosen to contract the name of their company, good for them; it doesn't affect the fact that the house - which is the subject of the article - is called Hill Bark, not Hillbark. Hello Yunshui, I just noticed your unblocked user Ayeshna3194 a few months back who was blocked by SpacemanSpiff as a sockpuppet of Sanghvi6722, I just notice a day after SpacemanSpiff blokced Ayeshna3194 user Nexa9911 was registered who recreated same article earlier created by Sanghvi6722 and repeating same behaviour in AfD. - Well, the easiest thing to do would be to copy the content at Template:Sidebar and change the relevant details. Are you sure such a template is necessary, though? I count only three pages (1, 2 and possibly 3, though that last one's a stretch) where it could be used, so unless you're planning on creating a slew of articles on Manmohan Singh's premiership there seems no point in creating a series template. Deletion/Re-Direct of Robert M. Emery
As a relatively new contributor, could I respectfully recommend that the decision to re-direct Robert M. Emery (refer to https://en.wikipedia.org/wiki/Wikipedia:Articles_for_deletion/Robert_M._Emery) also include Emery Barracks? Although the Mira (AK-84) may sound more substantial, less than 1,000 personnel could have every served on her in her 21 years as a U.S. Army Corps of Engineers Port Repair Ship. Many tens of thousands of soldiers were stationed at Emery Barracks between 1945 and 1992. It was for this reason that I originally created the article for Robert M. Emery. Thanks!

- @Lmbowling: That sounds entirely sensible, and I'd support such a redirect; however the consensus at AFD was very clearly in favour of redirecting to the article about the ship. To establish a new consensus for the redirect to go to the barracks, you would need to start a discussion at Redirects for discussion.
- Or (you didn't hear this from me) just go to [5], change
[[Mira (AK-84)]]
to[[Emery Barracks]]
and save the page. If it gets reverted, then you can have a discussion, but if it doesn't, then clearly nobody minds all that much... Request for edits/updates to information
Hello Yunshui I had tried to edit a page to update information on the university that I work for (https://en.wikipedia.org/wiki/Touro_University_Nevada) but you deleted the edits and blocked the user account (https://en.wikipedia.org/wiki/User_talk:TUN_External_Relations). I am not protesting that block and understand why you did so as the user account was set up 7+ years ago as a general account, not associated with a person.
I do need to know how an organization can get updates made to their information on Wikipedia? What is the process? There is incorrect information on that page that needs to be fixed. The information I had posted has been removed and the page returned to outdated and incorrect information.

- Editors with a conflict of interest can request changes to an article by using the Edit request process. However, requests to add promotional material, such as this edit made in November, will not be acceded to. You will also need to address the block before you are allowed to edit Wikipedia again; indeed, by evading the block to add the above message you are in breach of Wikipedia's multiple accounts policy and have made it considerably less likely that you will be permitted to edit again. Until the block on your User:TUN External Relations account is lifted or you are given permission on that talkpage to create a new account, you may not edit Wikipedia outside of that talkpage.
