Hi. While the material was originally posted on Wikipedia, I'm afraid you are mistaken that it is not copyrighted. Wikipedia's contributors retain copyright in their contributions and can only be reused if credit is supplied. Accordingly, recreated a deleted article without restoring the "edit history" constitutes a licensing violation. We must have the article's history in order to use the text.
I have moved the article to Integrated Environmental Solutions and restored the history to address the licensing issue in this case. Since the original article was deleted under the proposed deletion process, it can be restored on request by any user, and your recreation seems a de facto request.
