Hi, in order for the article to be included it needs to establish why the individual is notable. To determine that there are a series of criteria that the article needs to meet. These are specified in WP:ANYBIO, WP:NACTOR and WP:NCREATIVE. The fundamental principle is that the subject needs to have had significant coverage in multiple independent secondary sources. Sites like IMDb are not considered reliable or acceptable as they are largely user generated without any independent editorial oversight. Evidence that the subject existed (such as birth certificates and grave sites), whilst are supportive, do not establish notability. There is also an issue of whether they constitute original research. You will therefore need to find sources which have been published independently, such as newspaper or magazine items (avoiding press releases and publicity pieces) in order to support his notability.

I also note from your comments that you are directly related to Arthur San Juan, which brings into play that you have a potential conflict of interest. Editing articles where you have a conflict of interest is strongly discouraged.
