Decline reason: Sudip Regmi, I am declining to remove or review the block at this time because it has been confirmed there is an open proxy (at another address) that uses this address intermittently. This is not open proxy, this is shared IP that my ISP assigns me and maybe thousands of many more people in my city. As I can see this IP being used to comment in my local blogs and websites too by many people in my city. Can't my username be unblocked alone? Actually I see that the case has already been referred there, and a proxy checker is looking into it but asked for further help from another one. JamesBWatson (talk) 21:14, 2 February 2012 (UTC)[reply]
I used the CU tool to verify the complainant's recent contributions, and I checked the underlying proxy that is the subject of the OP thread. The problem here appears to be something odd with the ISP proxy, which is not this user's fault, so I've granted the IPBE permission. Sorry for the inconvenience, Sudip Regmi.
