The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. According to Wikipedia's Cite newspaper The Times, the citation format follows the format used in The Times Index which goes back to 1785 and the other newspaper templates such as Cite news do not convey the same information.
