⟨oe⟩ pronunciation in West Frisian

Hi I heard that this letter sequence is pronounced as a single vowel as well as a diphthong. Is it able to be predicted when the vowel is pronounced as a diphthong and when isn't? Also I heard that this ⟨oe⟩ sequence can be pronounced long or short, when monothong. Is that also predictable? Check Help:IPA/West Frisian. I notice the file page specifies that the file is being used under non-free content criteria, but there is not a suitable explanation or rationale as to why each specific use in Wikipedia is acceptable. Please go to the file description page, and edit it to include a non-free rationale.

The article was recently deleted in an Afd from eswikipedia. The reasons for its deletion were that it was an original research with a promotional text on the use of neologism. This neologism has been rejected by the Royal Spanish Academy (RAE) and its use is almost non-existent. The article is a translation of that eswikipedia version with all those problems that led to its deletion, so I propose its deletion.

The notices above clearly state Please do not remove the speedy deletion tag from the page yourself. If the category isn't empty, you don't have to worry about it being deleted! The empty categories list is looked at throughout the day and any categories that are no longer empty are untagged and removed.
