external links should be limited and universal

- Wikipedia is an encyclopedia and not a link wall. Including white pages to one country (say England) does no benefit to readers in another country (say Liberia) and adding links to every set of white pages becomes a spam wall of links. In addition, the external links themselves should be for supplying content about the subject to readers, not hooking them up with a search to be able to use the subject.

- it is not at all unusual for editors to come in and not quite grasp the unique space and approach that it is in creating an encyclopedia in their first edits.
