I did not write the article and I have no opinion on the revival of the IES, although I would point out that the cited document does include the wording: The State will endeavour to implement the recommendations of earlier policies of 1968 and 1986/92 for the creation of an Indian Education Service (IES), which is reiterated herein too. The IES will be an all India service with HRD as the cadre controlling authority.
But you must not add contentious claims, as you did about discrimination, without clear sourcing. Continuing to do so will result in your being blocked. -- Necrothesp (talk) 07:23, 20 July 2021 (UTC)
The word Indian Education Services has been used in the draft. The use of the word doesn't mean that it is related to the old system. Does the draft that you are referring to, mentions that the Government is planning to base it on IES system of British/ or any year mentioned.. The draft mentions that IES is in continuation on NEP 1968. You are yourself misinterpreting it and without understanding corelating things and when I am trying to correct it, you are threatening to block me.

- The article does not say it has anything to do with the old system. It merely says it uses the name. I am not misinterpreting it, since I did not write it. The reason I threatened to block you had nothing to do with the IES revival, as I have already pointed out. Wikipedia needs sourcing for contentious claims.
